Officer’s Narrative:

[NARRATIVE #1]

On February 28, 2022, at approximately 1503 hours, I responded non-emergency to 916 Loganville Hwy (Ulta Beauty) in reference to shoplifting. The caller stated they just walked out of the store with a basket full of items and got into a blue Honda Civic bearing GA tag #[REDACTED].

Upon my arrival at approximately 1514 hours, I met with the Manager on duty [WITNESS #1]. [WITNESS #1] said around 1350 hours this date, two unidentified Hispanic females walked inside her store. She described the first female as 5 ft 5′ with black hair, a yellow shirt, and black pants. The second female she describes her as 5 ft 5′ with reddish-black hair, a grey Georgia sweater with black pants.

Both females were wearing face masks. She said the female in the grey sweater attempted to distract the cashier several times while her friend in the yellow shirt grabbed more items placing them inside the white handbasket.

[WITNESS #1] said around 1500 hours, the unidentified female in the yellow shirt walked out of the store with the handbasket full of merchandise without paying. She said then got into the passenger seat of a blue Honda Civic. Shorty afterworld the unidentified female wearing the grey Georgia sweater who was later identified as Daisy Arteaga-Hernandez walked out of the store and got into the driver’s seat of the blue Honda Civic and they drove off.

Daisy Arteaga-Hernandez was the registered owner of the suspect vehicle. Looking at her driver’s license photo and the store video she resembled the two images appeared to be the same female. However, due to not having a positive identification no warrant was secured at this time.

[WITNESS #1] said this is not the first time the unidentified female who wore the yellow shirt and black pants has stolen merchandise out of her store. She explained on February 9, 2022, around 1600 hours the same female came inside her stole and stole approximately $1200 worth of merchandise. (See Case Report 2022-00008974.)

Lt. Witte asked dispatched if Clarke County could send an officer over to the address from said vehicle however Clarke County stated that if they made contact with anyone they would notify us.

[WITNESS #1] said she would provide me with an itemized list after she completes inventory tonight. She said they spent several hours in the store and has to make sure what items she placed in the handbasket.

I advised [WITNESS #1] I would need an itemized receipt and video so I may complete the investigation. She stated she would have to do inventory and could have both by the end of the night.

I asked [WITNESS #1] if she wanted to prosecute and she said she and her loss prevention manager would like to prosecute for conspiracy to commit a crime and theft by shoplifting.

On March 2, 2022, at approximately 1600 hours, I met with [WITNESS #1] to pick up the receipt and the video. [WITNESS #1] mentioned yesterday March 1, 2022, while she was on her district conference call, her sister store in Johns Creek was also hit by the same two females on February 18, 2022, around 1800 hours. She said the manager on duty believes they took about $500 plus items but they did not prosecute. She said they sent a photo of the two unidentified females to their sister stores.

[WITNESS #1] said the unidentified female took the following items without paying which totaled $986

I provided [WITNESS #1] with a case card and told her how she can obtain this case report. I explained to [WITNESS #1] if the pair come into the store again to give us a call and not engage with them.

Video will be placed into evidence.

[NARRATIVE #2]

On March 5, 2022, at approximately 0800 hours, Lt. Witte and I drove to [300 BLOCK] Whitehead Rd. (Athens) to see if the blue 2008 Honda Civic bearing GA tag #[REDACTED] was in the driveway.

At approximately 0823 hours as we arrived on the scene, we saw said vehicle backed in the driveway. As I exited the patrol vehicle, I walked around the vehicle to see if the tag matched what I was looking for and it did.

I knocked on the side door and was met by an unidentified female. I identified myself and asked if Daisy was home? The female said she needed to get her father. Shorty afterward Daisy’s father came to the door. He told us Daisy was here and we can come in.

Daisy said she knows why we are here and said she drove her blue Honda Civic to the Ulta Beauty store with her friend Jada Pantoja. She explained it was not that much they took from the store and the store employees were being extremely unprofessional.

She said there was an unidentified female who said she works for Ulta Beauty but she was off kept harassing her and her friend while they were inside the store. She admits to being inside the store and kept telling her friend to hurry up, hurry up so they could leave. She said they continued looking and taking photos of them.

Daisy said she walked out of the store came back in and her friend Jada walked out of the store with the merchandise. She said as Jada was walking to her vehicle the store employees were confronting her and she walked out of the store and got into her vehicle and drove off.

Daisy said this was the first time she has ever been in their store and the first time stealing from them. She did admit she probably has been there before. She also said she has not been at any other Ulta Beauty stores.

Daisy said the only thing she did was drove to Ulta Beauty and it was extremely weird for them to follow her and her friend around the store. She continued to say that the store would rather have the merchandise back since this is not a big deal. She went on to say Jade has all the merchandise and she does not have any of it. She said the reason why she took it was that she did not have a job.

Lt. Witte and I drove Jade’s residence, [100 BLOCK] Chatham Dr.(Athens) to get her side of the story however her mother said she was not home.

I called Ulta Beauty and spoke to the manager [WITNESS #1] to confirm if she and her Loss prevention manager wanted to prosecute. [WITNESS #1] said yes they do want to prosecute.

I have secured warrants for Jade Pantoja on theft by taking misdemeanor and party to a crime and Daisy for theft by taking and party to a crime.

[NARRATIVE #3]

On March 5, 2022, at about 1245 hours, I received a phone call from Jade Pantoja. She spoke to me about the incident at Ulta and the theft. She told me that on February 28, 2022, she went to Ulta with her friend, Daisy. She said that they went to the store not with intentions to steal merchandise but when they felt like they were being harassed by an off-duty employee, they took several items without paying for them.

Jade told me that both took items without paying for them. I informed Deputy Smith of this phone call and it was recorded using my issued body camera.
