On Thursday, April 6, 2023, at approximately 2357 hours, I responded to the area of N Tennessee St and E Felton Rd in reference to a domestic in progress. Bartow Dispatch advised that the victim was being followed and the suspect struck her vehicle.

Upon my arrival, I observed a gray Chevrolet Impala ([REDACTED]) positioned eastbound on Felton Rd. The vehicle was unoccupied and I observed a partially empty Corona beer bottle in the driver seat floorboard. After clearing the vehicle I made contact with the victim/complainant Ms. [VICTIM #1] that was driving a silver Infiniti QX80 ([REDACTED]) also involved in the incident.

Ms. [VICTIM #1] stated she was being stalked by her ex-boyfriend, Mr. Kevin Dunn. Ms. [VICTIM #1] stated she stopped at 165 Cassville Rd (Short Trip Citgo) to purchase something from the store. Ms. [VICTIM #1] stated when she was exiting the store, she saw Mr. Dunn pull into the parking lot. Ms. [VICTIM #1] stated Mr. Dunn was at the gas pumps and walked up to her vehicle, asking to speak to her, and attempted to open her car door.

Ms. [VICTIM #1] stated she advised Mr. Dunn that she didn’t want to talk to him and she left. Ms. [VICTIM #1] stated she was traveling South on Erwin St when she noticed Mr. Dunn following her in a gray Chevrolet Impala ([REDACTED]).

Ms. [VICTIM #1] stated she turned left, eastbound onto Porter St, and while driving Mr. Dunn attempted to rear-end her vehicle. Ms. [VICTIM #1] stated she was traveling at excessive speeds in an attempt to get away from Mr. Dunn and feared for her life. Ms. [VICTIM #1] stated after continuing straight on Porter St she came to the traffic light at the intersection of Tennessee St, and Mr. Dunn attempted to hit her vehicle again but she accelerated to avoid him.

Ms. [VICTIM #1] stated she turned left, Northbound, onto Tennessee St, and Mr. Dunn continued following her. Ms. [VICTIM #1] stated she reached speeds up to 80 mph on Tennessee St attempting to get away from Mr. Dunn. Ms. [VICTIM #1] stated after continuing straight on Tennessee St, she attempted to turn right at the intersection of E Felton Rd.

Ms. [VICTIM #1] stated while attempting to turn, Mr. Dunn rear-ended her vehicle. Ms. [VICTIM #1] stated while pressed down on the brakes, Mr. Dunn continued to accelerate the gas in his vehicle, resulting in Mr. Dunn pushing her vehicle across the roadway and striking a traffic sign on Felton Rd.

Mr. [VICTIM #1] stated that while Mr. Dunn did this, he also struck a crosswalk sign at the intersection of Tennessee St and Felton Rd with his vehicle. Ms. [VICTIM #1] stated she had to continue off the roadway in her vehicle to get away from Mr. Dunn chasing her. Ms. [VICTIM #1] stated Mr. Dunn came to a stop on Felton Rd and exited the vehicle on foot. Ms. [VICTIM #1] stated Mr. Dunn started running away from the scene, traveling Northbound, on Tennessee St.

Additional units responded to the call in the area and located Mr. Dunn just past 1214 N Tennessee St (Crown Inn) in a gravel lot. Mr. Dunn was placed into handcuffs by Officer Lara of the Cartersville Police Department. Mr. Dunn was handcuffed with his hands behind his back and the handcuffs were checked for proper fitment and double locked. Mr. Dunn was searched incident to arrest and was clear of contraband.

Dunn was placed in the rear of Officer Lara’s marked patrol vehicle. Officer Lara’s vehicle was searched before and after transport with no contraband located. Mr. Dunn was advised of his Miranda rights by Officer Lara and agreed to answer questions without an attorney present. Mr. Dunn was handcuffed in the rear of Officer Lara’s marked patrol vehicle during the questioning.

Mr. Dunn stated he did rear-end Ms. [VICTIM #1]’s vehicle. Mr. Dunn stated he was traveling too fast and couldn’t stop in enough time without hitting Ms. [VICTIM #1]’s Vehicle. Mr. Dunn stated he was following Ms. [VICTIM #1] because he suspected her of cheating on him and his emotions got the best of him.

A GCIC query for Mr. Dunn returned that he had active warrants through Cartersville Police Department for Failure To Appear (WNO: 2022SUCR001164) (DOW: 20220715) and Paulding County Sheriff’s Office for Probation Violation-F (WNO: 10CR505) (DOW: 20211013). The warrants for Mr. Dunn were confirmed through Cartersville Administrative Services and a hold was requested.

Witness, Ms. [WITNESS #1], stated she was traveling eastbound on Felton Rd when she saw Mr. Dunn’s vehicle rear-end Ms. [VICTIM #1]’s vehicle. Another witness, Mr. [WITNESS #2], stated he saw Mr. Dunn running away from the scene from his vehicle after the accident occurred.

Mr. Dunn was transported to Bartow County Jail for booking and housing. The vehicles involved in the accident were towed by on-list Wilson’s Towing due to the disabling damage done to both vehicles. After talking more to Ms. [VICTIM #1] she stated that Mr. Dunn drives by her house constantly, with excessive calls and text messages. Ms. [VICTIM #1] and Mr. Dunn had an order of bond issued by Judge Tatum on September 25, 2021, and if violated to be charged with Aggravated Stalking. The order of bond was confirmed through Cartersville Dispatch.

Witness statements and photos were taken on the scene. Mr. Dunn is charged with Aggravated Stalking due to his violation of the order of bond. Aggravated Assault and Hit and Run due to Ms. [VICTIM #1] fearing for her life as he attempted to intentionally wreck his vehicle into hers and Mr. Dunn leaving the scene of an accident.

Reckless Driving and Open Container Violation Beer due to Mr. Dunn driving at excessive speeds with an open beer bottle in the floorboard of the vehicle. Striking A Fixed Object and Failure to Maintain Lane due to Mr. Dunn striking a crosswalk pole that was positioned off the roadway.

I observed Mr. Dunn didn’t have slurred speech, glassy eyes, or delayed responses that would have affected his driving state, the reasoning for why Mr. Dunn was not charged with Driving under the influence of Alcohol (DUI).

The incident was captured on my body-worn camera. Photos, tow sheets, and warrants will all be attached to the case report. Ms. [VICTIM #1] was issued a case card and crime victim rights form and explained the documentation. A witness statement was given to Ms. [VICTIM #1] and will be stored in evidence at Cartersville Police Department.
