On September 6, 2023 at 1823 hours, I responded to and accident that happened in my presence on Napier Avenue and Habersham Avenue. I observed a silver Chrysler 200 go around the vehicle that it struck and turned right onto Habersham. I attempted to go after the vehicle and lost it.

I spoke with the driver of the vehicle that was hit, [VICTIM #1]. She stated that she was stopped when the silver vehicle struck her in the rear. [VICTIM #1] had three other occupants in the vehicle and the rear driver side occupant was transported to the hospital. [VICTIM #1] stated that she saw a black male with dreadlocks driving the vehicle as it passed by her. A fire fighter manage to view a partial of the license plate “[REDACTED]”.

On 9/7/23, I made contact with the tax commisioners office to help locate the partial plate number. I was advised to contact the GBI for a records request. A request was later sent and upon the returns, I found a silver 2011 Chrysler 200 registered in Bibb County to a [REDACTED].

At 1614 hours, I later made contact with [REDACTED] at her residence and the vehicle. A male with dreadlocks answered the door. I asked [REDACTED] who was driving her vehicle on the last date and the male subject stated that he was. He was identified as Jermaine Dillard.

Dillard admitted to driving and striking the other vehicle. He was later placed under arrest and charged with hit and run, driving on a suspended license and following to closely. Dillard also had an outstanding warrant out of Barnesville, Ga. The vehicle was towed by Ackermans.
