I was dispatched to 103 Log Cabin Road, Zips Car Wash, in reference to a motor vehicle collision. Prior to my arrival, the complainant, [VICTIM #1], advised dispatch that the driver of the other vehicle left the scene. [VICTIM #1] advised the vehicle that struck his vehicle was a white SUV.

Upon my arrival, I made contact with [VICTIM #1] and a Zips employee. The Zips employee provided me with a tag number for the vehicle that left the scene. The Georgia tag number provided was [REDACTED]. This tag came back to a 2007 black Nissan Altima registered to [REDACTED] at [100 BLOCK] Lockwood Street. Deputy Wright then responded to that address to attempt to locate the vehicle. Lt. Roberts searched the flock camera system for that tag number. The tag was found to be displayed on a white Toyota SUV.

[VICTIM #1] provided me with a description of the driver of the white Toyota SUV, who was reported to be an older black female. [VICTIM #1] stated that the female did get out of the vehicle to check on [VICTIM #1], but when asked to exchange information, she entered her vehicle and exited the parking lot.

On Deputy Wright’s arrival to [100 BLOCK] Lockwood Street, he advised the white Toyota SUV with the incorrect tag was located at the residence. Deputy Wright made contact with a female by the name of Liberty Harris. Liberty stated that someone else had been driving the vehicle. Liberty stated the registered owner, [REDACTED], had been driving the vehicle.

I reviewed security camera footage from the car wash which shows the white Toyota pull out of the exit and then come to a complete stop. [VICTIM #1] also then pulls out of the car wash and stops his vehicle. [VICTIM #1] exited his vehicle, and a black female exited the white Toyota. [VICTIM #1] and the female converse for a few seconds and assess damages. The female is then seen entering her vehicle and exiting the parking lot.

I went to [100 BLOCK] Lockwood Street in an attempt to identify the female seen in the security camera footage. I identified Liberty Harris as the driver of the white Toyota SUV. I advised Liberty she was under arrest for leaving the scene of a motor vehicle accident. Liberty spontaneously uttered that [VICTIM #1] told her she could leave.

Liberty was arrested without incident and placed in the rear seat of my patrol vehicle. Liberty was turned over to jail staff with a completed arrest/booking sheet. Liberty was issued citations for driving without a valid driver’s license, leaving the scene of an accident, and affixing a tag with the purpose of concealing the identity of a motor vehicle.
