On April 28, 2023 at around 2043 hours I Det. Maxwell partnered with Det. Hinds in a marked police vehicle initiated a traffic stop on a black 2020 Kia Forte bearing GA Tag [REDACTED] southbound on Waters Ave at E 58th St for failing to maintain its lane south on Waters ave.
I then observed the vehicle not use its turn signal turning into the O’Reilly’s Auto parts Store. I then activated my lights and sirens and the vehicle continued to drive east through the parking lot, then back around to the north side of the store, back out to E 58th St. The vehicle finally came to a stop at [1100 BLOCK] E 58th St.
I then exited my patrol vehicle where I then observed the driver open up his door without his hands being visible. I gave the driver verbal commands to continue to step out of the vehicle. The driver then completely exited the vehicle with his hands in the air, where I then patted him down for weapons and asked him to step to the front of my marked police vehicle. The driver later identified as Mr. Calvin Leeks then provided me with his driver’s licenses. When I ran his name through NCIC/GCIC, it came back that Mr. Leeks had felony warrants.
Det. Gashi then assisted me and placed Mr. Leeks into handcuffs, double locked and searched him incident to arrest. I was advised that a small clear container with a white rocklike substance inside was found on Mr. leeks person.
I was then advised that the passenger of the vehicle had been detained because of him not being compliant. I was then provided with the Identification of the passenger who was identified as Mr. Ferrell Hull. When I ran his name through NCIC/GCIC, it came back that Mr. Hull had a felony probation warrant.
Mr. Hull was searched incident to arrest by Det. Hinds. I was then advised that a small bag of green leafy substance and a small baggy of a white powder was found on Mr. Hull’s person.
I confirmed both warrants for Mr. Hull and Mr. Leeks through SPD Records.
I took possession of all evidence collected on scene.
I contacted the registered owner of the vehicle Mr. Leeks was driving, Ms. [REDACTED], who then arrived on scene to take possession of her vehicle.
I transported Mr. Hull and Mr. Leeks to CCDC where they were both booked on their charges and warrants.
I logged the evidence collected on scene into SPD Property Room. I tested the white rocklike substance, which field test positive for crack cocaine. I tested the green leafy substance which field tested positive for marijuana. I tested the white powder substance, which field tested positive for cocaine.
