On 12/14/25 around 1844 hours, I, Officer Buck, responded to 2414 Bull St in regards to a highly intoxicated subject that was attempting to fight people.

Upon arrival, I observed a male, later identified as Craig Spurr, swaying and having what appeared to be a heated conversation with another male on the sidewalk. As I approached Mr Spurr’s demeanor completely shift and he began stating how much he loved me. Given Mr Spurr was continuing to stumble while attempting to stand still I asked him to sit on the ground.

Mr Spurr then stumbled backwards and I grabbed his arm to prevent him from falling. He had an immediate shift in attitude once again and stated “don’t touch me” while raising his hands. He then switched again and started saying how beautiful I was and that he wanted to marry me. He then faced the wall and began punching it. Given the erratic behavior and the smell of an alcoholic beverage emanating off of Mr Spurr’s person.

Mr Spurr was placed under arrest for public drunkenness. Due to him continuing to square his body and take a fighting stance at multiple individuals along with punching the brick wall during my encounter with him, he was also charged with disorderly conduct.

Mr Spurr was placed into handcuffs that were checked for fit and double locked, prior to being searched by Officer Merritt. Mr Spurr was placed into the back of my patrol vehicle and transported to Memorial Medical Center due to the cuts to his hands. He was cleared and transported to CCDC where he was booked.
