Officer Frederick Kramer and I responded to [200 BLOCK] East Anderson Street regarding a Domestic Disturbance. The incident occurred at [700 BLOCK] East Bolton Street. The address of my response is the victim’s cousin’s address.
My supervisor (Sgt. Ronald Smith) and Family Violence Investigator (Ryan Kasemeyer) responded to the victim’s location.
The victim declined to go to the Safe Shelter. She advised felt safe at her cousin’s home. Their children were home at the time of the incident but were asleep.
The victim ([VICTIM #1]) advised that her children’s father (Hendre Cawley) assaulted her after she informed him that she no longer wanted to continue their relationship. They have been together for about eight years and share two (2) children.
According to the victim, the suspect came home from work and started drinking before the assault happened. At approximately 10:00 pm, after being outside drinking with some friends, the suspect came inside, and the confrontation ensued.
During the assault, the victim said the suspect placed both hands around her throat while standing in front of her and applied pressure, manually cutting off her ability to breathe and causing her to feel as though she was about to pass out. He (the suspect) also struck her with open hands several times in the head and face area.
The victim said that the suspect had assaulted her three (3) times before this incident. However, this is the first time he has choked her. This arrest is his first for domestic violence against her.
The victim suffered a large bruise on her forehead and swelling around her left eye. The victim also complained of a sore throat, which was a result of being strangled. Additionally, the victim said she attempted to call out for help, thinking that since their apartment walls are thin, the neighbor(s) might hear her.
At that point, the suspect again placed his hands around her throat, only this time, he put one hand in front and the other behind her neck, again applying pressure. The caller said this maneuver also restricted her ability to breathe, making her feel like she was about to lose consciousness.
Detective Kasemyer interviewed the victim, asking her several questions. One of the questions the detective asked was whether she and the suspect engaged in sexual relations immediately after the assault. The victim confirmed that they did engage in coupling. The victim was offered and declined having a sexual assault kit processed.
The victim explained that she did not want to engage in sexual intercourse, but she was afraid he would become more upset if she didn’t.
Chatham EMS responded to the location and evaluated the victim’s injuries. The victim declined transport to a local medical facility for further treatment.
While I remained with the victim, Sergeant Smith, Officer Kramer, and an Eastside Precinct officer relocated to the victim’s residence ([700 BLOCK] East Bolton Street), where they contacted the suspect.
Detective Kasemeyer and I relocated to [700 BLOCK] East Bolton Street (the suspect’s location). The detective informed the suspect he was under arrest; the charges are as follows:
Aggravated Assault, DVA (OCGA 16-5-21)
Battery, DVA (OCGA 16-5-23.1)
Rape, DVA (OCGA 16-6-1)
I transported and booked the suspect into the Chatham County Detention Center.
