[NARRATIVE #1 on August 4, 2023]

On Friday, August, 4, 2023, I responded to the Tybee Island Fire Department in reference to a complaint against a former employee of the Tybee Island Lifeguards.

I arrived on scene and made contact with Fire Chief [REDACTED]. He stated that lifeguard dispatcher, Konner Lewis, had just been fired for inappropriate conduct relating to obscene text messages. Konner is currently out of the country on a cruise to Mexico and sent obscene texts to several employees during the evening hours of August 3, 2023. Several of the recipients received unsolicited pictures of Konner’s pen*s.

The females who received the photos are [VICTIM #1] (15), [VICTIM #2] (17), and [VICTIM #3] (mid 20s). Both [VICTIM #2] and [VICTIM #3] are employed as Tybee Lifeguards while [VICTIM #1] is a high school student. The three females were at their respective residences when they received the pictures. [VICTIM #4], [VICTIM #5] and [VICTIM #6] also received inappropriate texts; however, no photos were sent to them. They are also city employees. All the texts sent to the females stated that he was in love with them, hinted that he wanted to sleep with them and general comments on their apperance. Konner did admit in the texts that he was very intoxicated. The pen*s photos were sent via “ghost” mode which means they disappear after they have been viewed.

CID was notified and will follow up.

[NARRATIVE #2 on August 7, 2023]

On August 7, 2023, at approximately 1048 hours I was advised by dispatch of a phone report. At that time I collected the complainant’s information and called from the Tybee Island Police Department.

The complainant, [WITNESS #1] explained Thursday, 08/03/2023 between 1940 hours and 2003 hours her daughter, [VICTIM #2] received multiple harassing texts and a photo of a pen*s from the subject, Konner Lewis. I was told that [VICTIM #2] was not the only female to receive the photos but they were sent as a group message and other females that [VICTIM #2] is acquainted with received them as well. [WITNESS #1] stated that she was unable to screenshot the photo of the pen*s as it was through an app that deletes the photo once closed; however, one of the other girls in the group message did and forwarded it to [WITNESS #1]. I had [WITNESS #1] email the photos and screenshots of the text and I forwarded them to Det. Villegas.

[VICTIM #2]’s phone number is listed in the people’s tab and the service provider is Verizon.

[WITNESS #1] stated CCPD and the Board of Education have already been contacted and reports have been made in regards to the other females.
