On January 29, 2023 at 01:18 hours Savannah Police Officer Shaqville Brown requested a Trooper respond to his traffic stop located at Martin Luther King Jr Blvd south and west Hall Street in Chatham County.

When I arrived on scene, I met with Officer Brown who stated he stopped a yellow Chevrolet Corvette for having no insurance. Officer Brown stated prior to stopping the vehicle he checked the vehicles insurance status through NCIC, GCIC and Georgia Department of Revenue’s website and all three stated the vehicle had no valid insurance.

Officer Brown stated after stopping the vehicle and talking to the driver, he could smell the odor of an alcoholic beverage emitting from the driver and that’s when he requested a Trooper.

After talking with Officer Brown, I had the driver walk back to my patrol car. The driver was identified as Hines, Stephen McKinley by his Georgia drivers license. While talking to Mr. Hines I observed his eyes were bloodshot red and watery and his speech was slow and slurred. I could also smell the odor of an alcoholic beverage emitting from his breath.

I asked Mr. Hines how much he had to drink tonight and he stated “none, well a cup”. I asked Mr. Hines when his last drink was and he stated “30-45 minutes”. I asked Mr. Hines if he would consent to Field Sobriety and he stated “no”.

I explained to Mr. Hines that I could smell the odor of an alcoholic beverage emitting from him, his eyes were bloodshot red and watery and his speech was slow and slurred. I stated since you refused Field Sobriety are you willing to provide me a breath sample tonight and Mr. Hines stated “no”. I stated are you going to do anything and Mr. Hines stated “no”.

I placed Mr. Hines under arrest for DUI and I read him the Georgia Implied Consent Notice for Suspects Age 21 or Over and requested blood. Mr. Hines would not provide me with a yes or no. Mr. Hines remained silent.

During the impound inventory, a clear plastic cup containing an alcoholic beverage was located in the center console cup holder. A large open bottle on liquor was located on the front passenger floorboard.

After the impound inventory, Everready Towing impounded the vehicle for safekeeping.

Officer Brown transported Mr. Hines to the County Jail. Once at the jail and inside the sallyport doors, Mr. Hines started to have the odor of marijuana emitting from his person. Mr. Hines denied having any on him.

After the Jail Staff searched Mr. Hines, Mr. Hines stated he had some on him. An orange pill bottle was located inside his underwear near his private parts. Inside the pill bottle was suspected marijuana (several grams) wrapped up in different baggies for resell, and several MDMA (Ecstasy) pills.

Officer Brown took possession of the narcotics and charged Mr. Hines with the possession and crossing the guard line with narcotics.

Mr. Hines was turned over to the Jail Staff for further processing.
