On Thursday, August 31, 2023, at approximately 1701 hours, Bullsboro Drive near Newnan Crossing Blvd E, Deputy Vives and I observed a gray 2016 Dodge Journey displaying Georgia tag: [REDACTED] in the left turning lane, waiting to turn into the Newnan Pavilion. Deputy Vives advised me that we were going to make a traffic stop on this vehicle because the driver had a cell phone in his hand and was not wearing a seatbelt.
Deputy Vives initiated the traffic stop with his blue emergency lights and sirens, and the vehicle pulled into the Quick Trip parking lot. After the vehicle stopped, I got out and approached the passenger side. As I approached the vehicle and smelled the odor of marijuana. I asked the driver for his driver license and he gave me one with the name Darryl Hunt. I asked the passenger if he had any I.D., he said that he did not. I got a name and birthdate from the passenger, [REDACTED] and a birthdate of [REDACTED BY AGENCY]/1989. I put that information into NCIC/GCIC and it returned to a bald black male. The passenger had a full head of hair.
Deputy Vives called for another unit to meet with us on the traffic stop. Deputy Wilson arrived on scene. I told him that we were going to get the occupants out of the vehicle. I walked to the driver side of the vehicle and asked the driver to step out of the vehicle for me. The driver started moving around a lot and then drove away from the scene. Deputy Vives initiated a pursuit and terminated the pursuit using a Precision Immobilization Technique (PIT). See Deputy Vives supplement for more information on the pursuit.
During the pursuit the subject’s vehicle side swiped two vehicels on the access road leading to Dunkin Donuts and Waffle House. One of the vehicles the subject struck was a silver 2010 Ford Edge displaying Georgia tag: [REDACTED], and was driven by [VICTIM #1]. The other vehicle that was struck was a black 2014 Chevrolet Cruze displaying Georgia tag: [REDACTED] and was being driven by [VICTIM #2].
The subject’s vehicle then wrecked out on GA 34 E and 185 N on ramp by striking a guard rail. The driver got out and ran across GA 34 E into a wood line. I chased after him into the wood line where I was able to tackle him to the ground and place him in handcuffs behind his back, checked for comfort, and double locked.
Deputy Wilson helped me restrain the subject and search him. Deputy Wilson found a stack of cards containing a driver’s license with the name of Breshun Nikkieu Rainey in his left front pocket. We then escorted him out of the wood line and had him cleared by EMS. Then I secured him in the rear of my patrol vehicle.
I then searched the subject’s vehicle. Upon searching I found a black bookbag containing 2 bags of a green leafy subject believed to be marijuana, which we later determined to weigh approximately 1.4 ounces. A purple liquid that matched a bottle of Promethazine Hydrochloride and codeine Phosphate Oral Solution (Cough syrup), a black “digitz” brand scale, and 12 empty bags labeled “cookies” and “IMBA RUNTS” that are commonly used to sell, distribute, and package illegal narcotics. I also found a SCCY CPX-2 9mm pistol with the serial number [REDACTED BY AGENCY] with a loaded magazine. I also recovered 5 cellphones from the vehicle.
I found out the driver’s name was not the same as the driver’s license he gave me. The driver is Breshun Rainey. The passenger was later identified as Darryl Hunt. Rainey’s criminal history was checked and I discovered that he has been arrested several times for the sale of marijuana, and that he is a convicted felon for the sale of marijuana, as well as several other crimes. Rainey told me while he was in in the back of the patrol vehicle that the passenger was telling him to take off from me because he had stuff in the bag.
