On the date of 09/05/2023 at 2346 hrs, I, Cpl. Teare was on routine patrol monitoring traffic on Collinsworth Rd near Tingle Ln. During this time, I observed a black Chevy Malibu driving on Collinsworth Rd with a temp tag. I noticed the temp tag had a printed expiration date of 09/04/2023. I then pulled out behind the vehicle and observed the vehicle fail to maintain lane by crossing the white fog line with his passenger side tires on Collinsworth Rd. After observing this violation, I activated my emergency lights and sirens, conducting a traffic stop on the vehicle near Collinsworth Rd and Spring Lake Dr.
I exited my patrol car and approached the driver, identified as Mr. Michael Isaac. Immediately I could smell the odor of marijuana coming from inside of the vehicle. I informed Isaac of the reason for the stop and requested his driver’s license, which he provided without issue. D/S Moore also arrived on the scene to assist me with my roadside investigation. I asked Michael to exit the vehicle and sit on my brush guard. I informed Michael I could smell the odor of marijuana coming from inside of the vehicle. Michael informed me he was “riding with some people” who had marijuana earlier. Michael then told me that I was not smelling marijuana on him. Michael then immediately became very nervous and anxious when I told him I would be conducting a search of the vehicle. Michael then asked me if he could go in the car and give the marijuana to me, I then explained I would still be searching the vehicle. Michael then began saying out loud that he was about to go to jail and no matter what he told me it didn’t matter because he was going to jail.
Based on Michaels odd statements and admission to having marijuana in the car, I informed Michael I would be detaining him. I then grabbed Michael’s hand while D/S Moore grabbed his other hand. and told him to place his hands behind his back. Michael then began tensing his arms and turning away, trying to face me. Michael then ran from me across Collinsworth Rd onto the opposite shoulder. I then deployed my department-issued Taser 7 twice, which resulted in full Neuromuscular incapacitation. Michael’s body locked up, and he fell straight into the grass. Immediately, D/S Moore and I began issuing verbal commands to Michael, telling him to put his hands behind his back. D/S Moore was able to get one hand behind Michael’s back. I then grabbed Michael’s other hand which I had control of for a brief second until Michael ripped his hand from me and tried to push me off while trying to roll over. Due to Michael’s overpowering strength and his size, I feared he would attempt to run again or physically attempt to gain control of me or D/S Moore, I punched Michael in the left side of his face near his upper cheek with a closed fist. Immediately after punching him one time, Michael gave me his other hand and we secured him into handcuffs.
I then stood Michael up and requested EMS to be enroute because he stated he was sore and also had a bullet lodged in his head. Michael was secured in the rear of D/S Moore’s patrol car at this point.
I then began my probable cause search of the vehicle. Immediately, I located a knotted plastic baggie which contained 91 XANAX pills. D/S Moore then showed me a backpack she located in the back seat which contacted 105 MDMA pills, less than one oz of marijuana, and two knotted baggies of suspected crack/cocaine cookie which amounted to 1.01 OZ. I also located another large bag containing a large amount of small yellow plastic baggies, these baggies are commonly used for distribution of street level narcotics based on my training, knowledge, and experience. There were also two digital scales in this backpack. D/S Moore then stated she located two pistols in the glove box, one which was confirmed to be stolen out of Lake City PD. (Springfield Armory XD5 serial # S3346098 .40 Cal.) D/S Moore also stated she located a large number of checks, all written out to different people behind the passenger seat pocket.
While completing my search, Michael’s significant other, Latasha Gabriel arrived on the scene of my traffic stop. Latasha was very aggressive and was parking in the opposite lane of travel. I informed Latasha her husband was under arrest and was safe, I informed her I would be towing the car and she needed to leave the scene of my traffic stop. Latasha refused to leave multiple times even with threat of arrest for obstruction, but eventually drove away. Several seconds later, Latasha pulled behind D/S Kirby’s patrol car. I then heard D/S Kirby state on the radio “I got a woman who almost ran me over.” I then had to once again take my attention off of the traffic stop to deal with Latasha. I approached her car and warned her multiple time she needed to leave, once again Latasha refused to leave again. I then informed Latasha I needed her ID and asked her to step out of the vehicle. Latasha then pulled away from myself and D/S Kirby and drove away at a high rate of speed almost hitting another car. A pursuit ensued and Latasha was taken into custody, PLEASE READ 2309000215 from D/S Kirby who was the primary officer of that case.
Michael was cleared by fire EMS and was transported to the Coweta County Jail where was turned over to jail staff without issue. All seized narcotics and items were placed into evidence without issue. Proper GBI drug identification paperwork was also completed.
