On Sunday September 4th, 2022 I, Officer J Taylor R77, was in the area of 2005 Dean Ave on patrol in full uniform and driving my Patrol Unit (145).

While on the lot I heard a loud yelling and moaning which sounded like a female screaming or in distress. I went to the area of the stairwell and observed a female sitting on the steps. I observed that the female had her makeup smeared on he face as well as her clothes looked to be stretched out. As I approached the female I noticed she was very upset and would react negatively if I got close. One of the residence at the hotel had walked up and was attempting to console her. I attempted to gather information from the female but she just rapidly kept stating that she was “12 years old” and that “she had been molested”. I asked her when this incident had happened and she stated “when I was 12”. I asked the female if she know what today was and she stated that it was Tuesday. It was at this time that I believed that the female was in mental crisis and so I advised Dispatch to send a EMS to my location for a mental evaluation.

As I spoke to the female, later identified as Amanda Baker, I could smell a strong oder of alcohol coming from her person. Amanda kept trying to stand up but she was unable to do so because of her condition and when asked how much she had to drink she stated that she had had 5 or 6 drinks. Amanda also almost fell over the stairwell but I prevented her from doing so. During this time Amanda stood up and attempted to kiss me multiple time to the point were I had to push her way from me. As time went by the other resident went to Amanda’s room and told her fiance, Edward Wait, that she was on the stairwell.

Edward arrived at our location and began trying to asset Amanda with walking up the stairs ad back to her her room. During this time Amanda became irate and attempted to grab at me around my face and neck area and it was at this time that I advised her that she was under arrest. I attempted to place her in hand cuffs but Amanda began to stiffen her arms and stumble away from me. During this time Edward went from trying to help me to positioning his body to a place in between myself and Amanda to the point were I had to advise him to step back and if he continued to interfere with my arrest that he would be consisted obstructing. Edward continued to interfere. During this time I could smell alcohol on Edward’s person, he had vomit all over his shirt and he had slurred speech.

As Amanda continued to pull away from me I grabbed her arm and rolled her over to pin her to the ground were I was able to finally place her in handcuffs. Other Officer arrived on scene and assisted me in walking her to my Patrol Unit (145) were I searched Amanda’s person before placing her in the back seat. I went back to the stairwell and advised Edward that her was under arrest as well. I placed him in handcuff, searched his person and them placed him in the back seat of my Patrol Unit as well.

EMS was on scene and I had them check Amanda’s mental stated to determine weather or not she need a mental evaluation and due Amanda sobering up they believed that her actions were due to her being intoxicated. Because of this I transported and booked both Amanda and Edward to Floyd County Sheriff’s Office with Amanda being cited with City Public Drunkenness Sec. 14-3 and Edward being charged with Public Drunkenness 16-11-41 and Obstruction 16-10-24.

The back seat of my Patrol Unit was searched and cleared before and after transport.
