On 08-21-2022 at 21:11 hours, I was dispatched to [100 BLOCK] Thornwood Drive, in reference to a female entering automobiles. While en route, dispatch advised the female was a Hispanic female that appeared to be approximately 22-25 years old. Dispatch also stated the female was wearing a tank top and blue jeans.

I arrived on scene at 21:23 hours, observed a Hispanic female matching the description standing in the middle of the roadway. The female, Ms. Dora Alicia Hernandez, had her arms raised and was chanting. Ms. Hernandez was sweating profusely. I approached the female and placed her into handcuffs. Dispatch had advised me that Ms. Hernandez had entered a vehicle at [100 BLOCK] Thornwood Drive. Ms. Hernandez had also attempted to enter a vehicle at [100 BLOCK] Thornwood Drive.

I searched Ms. Hernandez before placing her in my vehicle. Ms. Hernandez had a box with her laying in the street. I escorted Ms. Hernandez to my patrol car to secure her in the backseat. Ms. Hernandez refused to comply and get into the vehicle. I had to lift her legs and place her into the vehicle. I searched the box and located a red wallet containing cash and a bank card belonging to Ms. Hernandez. Ms. Hernandez also had a folding knife in the box.

I approached the complainant/victim, Ms. [VICTIM #1], and asked her what exactly had taken place. Ms. [VICTIM #1] stated Ms. Hernandez had entered her vehicle ([REDACTED]) 2016 Honda Odyssey, and taken her work lanyard that contained keys and work identification. Ms. [VICTIM #1] stated Ms. Hernandez was asking about a male that Ms. Hernandez claimed lived there. Ms. [VICTIM #1] told Ms. Hernandez that the male she was looking for did not live there. Ms. [VICTIM #1] stated that is when Ms. Hernandez threw her lanyard at her feet and began cursing at her. Mr. [WITNESS #1], witness, stated he witnessed Ms. Hernandez inside Ms. [VICTIM #1]’s vehicle.

Ms. Hernandez had two dogs with her. I called animal control to come take possession of the dogs after Ms. Hernandez stated she had no one to come get them. Animal control arrived and took possession of one dog. The other dog had already left the area. I transported Ms. Hernandez to the Floyd County Jail, and charged her with entering auto and loitering and prowling.
