On 11-04-2021 while on stationary patrol near the Railroad crossing on Whitlock Street just south of Lakewood Avenue I, Officer Charles Sweet, observed a gold 2006 Toyota Corolla(Ga. [REDACTED]) traveling southbound on Whitlock at a high rate of speed.
The Toyota Corolla ran the stop sign at the rail road crossing traveling at a visually estimated speed of approximately 80 MPH. I then proceeded to catch up to the Corolla to attempt to execute a traffic stop. I observed the Corolla make a right turn onto Townsend Street.
I made a right turn onto Townsend Street and activated my light bar and sirens as the vehicle was stopped at the stop sign at Townsend and Cochran Avenue. Two black male had just exited the Corolla just before I made the traffic stop.
I exited my patrol vehicle and instructed the two black males to walk back over to the rear of the Corolla and to keep their hands visible. I then instructed the subjects to place their hands on the rear of the Corolla and to not move.
I then briefly spoke with the driver, later identified as Amber Nichole Pennington to inform her of the reason for my traffic stop. Pennington informed me that she did not have a valid drivers license. I then instructed Pennington and the male in the right rear passenger seat to keep their hands visible.
I informed dispatch of my stop location and asked for additional officers. Upon arrival of additional officers identification checks were ran on all occupants of the vehicle and the vehicle registration was checked also. I was notified that Amber Nichole Pennington did not have a valid drivers license and the Corolla had no valid insurance.
I informed Pennington that she was under arrest. I placed Pennington in double-locked handcuffs and visually checked her for contraband. Bubbas Towing arrived on scene and took custody of the Corolla. I then transported Pennington to the CDC were she was booked on the charges of no insurance, driving while unlicensed and failure to stop at a stop sign.
Pennington was then released into the custody of the Sheriff’s Office. At the time of her arrest Pennington did admit to having some Marijuana in her pocket book. I allowed Pennington to destroy the Marijuana on scene. The transport area of my patrol vehicle was checked before and after transport, no contraband found.
