On 02-15-2023 at 2218 hours, I responded to 1101 Gloucester St (The Well) in reference to a problem person/trespass call.
Upon arrival, I observed Eugene Palmer in front of The Well irate. I advised Mr Palmer that he was trespassed from the property and that he was not suppose to be on the property. Mr Palmer stated he was not on the property but several people advised he was scene on the property. While telling him to leave the property he advised a white male named, [VICTIM #1] had gave a drink that was suspected of having Fentanyl in it. Mr Palmer wanted to fight Mr [VICTIM #1] due to him thinking he was given a laced drink.
I was approached by [WITNESS #1], who stated that Mr [VICTIM #1] did not attempt to give Mr Palmer a lace. She stated Mr Palmer became irate and had went into the portal potty with a container and came back out with it filled with urine. She advised they were throwing bottles at Mr [VICTIM #1]. She stated she observed him throw it on Mr [VICTIM #1]. She advised their was a previous incident that occurred early between Mr [VICTIM #1] and another male subject. She advised Mr [VICTIM #1] was laying down when Mr Palmer, [REDACTED], and another male subject and began bothering him.
I made contact with [WITNESS #2] and [WITNESS #3], who both work at 1526 Norwich St (Safe Harbor). Both Ms [WITNESS #2] and Ms [WITNESS #3] advised they heard a lot screaming and yelling outside the facility. They advised they had text Ofc N. Walker on her personal cell phone and advised her that their was a male wearing colorful (Palmer) white pants and black male with his shirt off with black shorts harassing another male subject. They also advised her (Ofc Walker) that the kids could not sleep due to the screaming and yelling.
They advised they watch the black male subject, who is identified as Mr Palmer had something in his hand and went into the portable potty. They advised when he exited the portable potty he threw something on him which suspected to be urine. They advised they were able to see all of this from the upstairs window at the facility. I asked if they seen anyone fighting, they advised they did not see them fighting.
I made contact with Mr [VICTIM #1], who did not appear to understand what was going on. While talking with Mr [VICTIM #1] I observed a gallon bottle next to him that had a dark brown substance that appeared to have urine and fecal matter in it. I asked him several times if urine was throwed on him but he was not sure.
While I was talking with Ms [WITNESS #2] and Ms [WITNESS #3], Mr Palmer continued to curse and acted in a violent or tumultuous manner toward another person, “I want all yall fuc*ing badge numbers”. He stated this several times and was told several times to leave the area by different officers. Mr Palmer was standing on the side walk across the street, I advised Cpl Robinson and Ofc Elam that I was going to arrest Mr Palmer after I finish conducting my investigation. Cpl Robinson placed Mr Palmer under arrested for Criminal Trespass, Disorderly Conduct and Reckless Conduct.
Cpl Robinson searched, handcuffed (double locked and check for fit), and placed Mr Palmer in the back seat of his patrol vehicle. Mr Palmer was transported to GCDC without further incident and released to their staff.
