On May 13th I responded to the area of Edwards Plaza shopping center, located off of Frederica Rd on St Simons Island, in regards to a Hit and Run collision involving a white pick-up truck and a white GMC Yukon XL. The owner of the White GMC Yukon, [VICTIM #1], stated that she was struck from behind by a white pick-up truck, while in the left turn lane at the red light to head north on Frederica RD.

[VICTIM #1] stated that she got out of her vehicle, approached the man driving the truck and told them that they could do a U turn at the light and pull back into the plaza to assess the damage and go from there, to which the man agreed. [VICTIM #1] stated that as she was getting back in her vehicle she told the driver of the white truck that she was just going to call the police for a report. [VICTIM #1] stated as the both did the U turn the white truck then pulled right, through the plaza into the Village inn and that’s when she lost sight of him and never saw him again.

As I was getting [VICTIM #1]’s information I was approached by [REDACTED BY AGENCY] who stated that he was sitting in the parking lot next to where the two vehicles struck. [REDACTED BY AGENCY] stated the Driver of the truck was a man by the name of Kennan Foster. [REDACTED BY AGENCY] found a picture of Foster from Foster’s Facebook page, I then showed the image to [VICTIM #1] who confirmed that was the driver of the truck.

[REDACTED BY AGENCY] stated that Foster drives an older white Toyota Tundra with an already damaged front bumper. [REDACTED BY AGENCY] and [VICTIM #1] both stated that the front bumper was damaed but not from this particular wreck but more as he has hit more items with it. [REDACTED BY AGENCY] stated that Foster also has big latter’s in the bed of the tuck.

After gathering [REDACTED BY AGENCY] information, I did a local search in Spillman that Foster has sever traffic citations that he received while operating a 2000 white Toyota Tundra. In January of 2022 Foster was cited for Driving on a suspended or revoked license, use of a wireless device, failure to us a safety belt and No insurance. I was able to make contact via the phone with Foster to see if I could get him to return to the scene.

Foster stated that he didn’t rear end anyone and that he wasn’t on St Simons that day but was on his was to Camden County, GA but wouldn’t elaborate to where exactly he was going. I ask Foster if I was wrong and that he wasn’t driving a white Toyota Tacoma with a ladder rack on it. Foster then corrected me and stated “I don’t have a ladder rack”. I gave Foster one more chance to come back but instead he chose not to. I then ended the phone call with him.

After I ended the phone call with Foster, I ran his GA driver Licenses and the vehicle registration through GCIC/NCIC. Fosters License is currently suspended with a recent suspension date 06/10/2016. According to his criminal history, Foster has been found guilty of driving on a suspended license on 04/29/1991, 02/10/1992, 08/22/1994, 04/16/2003, 03/10/2008, 09/15/2011, 12/06/2011 along with two arrest, one on 09-03-2018 and 09/06/2021 to which he had active warrant through Lauren County Sheriff’s Office for Failure to appear but they only have a pick up radius of 60 miles.

I then ask some of the local residence in the area if they know of Foster and several different people at different times and places stated that they knew him and his white Toyota Tundra. The return I got from GCIC/NCIC on the vehicle registration was expired as of 02/01/2022 and the vehicle was registered to [REDACTED].

On May 14th, I was informed by some local residents who were aware I was looking for Fosters pickup, informed me that Foster was trying to hide it from me behind some condos located in the area of Beach View DR and Myrtle ST. I was able to locate the vehicle and took photos of it. I showed those pictures to the victim and witness who both confirmed that was the truck that was involved in the hit and run.

Bases on the information above and the unbiased witness, I can articulate that Kennan Foster was driving the White 2000 Toyota Tundra that struck the back of [VICTIM #1]’s GMC Yukon XL. Warrants will be issued for Kennan Fosters arrest for the Hit and Run along with Driving on a suspended license. Photo of the Vehicles have been uploaded into
