On 01July2022, I conducted a traffic stop on Reynolds St at L St on a silver Ford Escape being driven by Ricky Grant. While speaking with Ricky, I saw Randy McCumbers in the front passenger seat. Randy gave me his I.D. and shortly after, BPD Officer Robinson walks up to the passenger side of the vehicle to speak with Randy.

After speaking with Randy, Robinson walks back to where I was standing at the rear of the vehicle. Shortly after, Robinson goes back to the passenger side door, has Randy step out the vehicle, and he hand cuffs him. As this happens, I hear him say something to Randy about dropping a bag of drugs on the ground. I then double lock handcuff Ricky behind his back and check the cuffs for proper fit as he has a warrant for his arrest out of Ludiwici.

I sat Ricky in my patrol car, and walked up to the passenger side door of the Escape. When I got hear the door, I saw a plastic baggie resting on the ground directly below Randy’s window. The baggie was completely dry, but the ground was wet from recent rain fall. If the baggie had been there prior to the traffic stop, it would have been wet.

Randy was sat in Robinson’s patrol car. Ludiwici eventually sent word that they did not want to place a hold on Ricky, and he was cited for driving on a suspended license.

Randy was transported to the Glynn County Jail, and charged with marijuana possession less than 1 oz.
