On May 7, 2023, at 2101, I observed a tan in color vehicle pulling, out of a gas station onto Moody Road with blacked out windows.

When following behind the vehicle, I observed the vehicle driving slower than usual for this roadway. I advised dispatch I would have a traffic stop on GA [REDACTED BY AGENCY] (2004, Tan Honda Civic, VIN [REDACTED]). The Honda stopped in front of 3100 Moody Rd, Moody self-storage. I approached the passenger side of the vehicle and spoke with the driver, Almarco Debro.

I asked Debro where he was headed and he stated back home. Debro had a thick tongue when speaking and slurred speech. I asked Debro where he was coming from, and he stated the gas station from getting food and a beer. While speaking with Debro, I had the odor of alcoholic beverage coming from the vehicle. I asked Debro how much he had drank and he stated one beer, approximately 2-3 hours previous. When Dep. Painter arrived on scene, I asked Debro to step out of his vehicle and to the front of my vehicle. I advised Debro I would like to make sure he was safe to drive the remaining way home. I asked would he submit to field sobriety, Debro stated he would. I asked Debro did he have any injuries to his eyes, head neck or back that would prevent him from doing the test and he stated he did not.

I placed Debro in the position for horizontal gaze Nystagmus and asked him to hold this position until I advised him otherwise. I asked Debro if he would see my finger and he stated he could. I advised Debro to follow my finger with his eyes and eyes only and he stated he understood. [REDACTED BY AGENCY]. Debro did not have vertical Nystagmus. While performing the test, [REDACTED BY AGENCY]. Debro had the strong odor of alcoholic beverage coming from his person during the testing.

Debro was placed in position for the walk and turn. Debro was instructed on the position and advised to hold this position until the instructions were finished, Debro understood. Once instructions were finished Debro stated he did not have good balance, was clumsy but would attempt the test. I advised Debro if he understood the test he could begin. Debro walked heel to toe on every step. Debro kept his hands to his side during the testing, holding his pants slightly. Debro did not look down at his feet while counting the steps out loud. Debro stopped in the middle of the test and asked for the instructions again. Debro was advised to complete the test based on the instructions he stated he understood. Debro completed the test.

Debro was placed in position for the one leg stand. Debro was given instructions and he stated he understood the instructions. Debro picked his left leg up, bent in backwards at the knee, and began to count. Debro put his foot down several times and stepped off balance. Debro did this several times during the test.

Debro was asked if he would submit to a Preliminary breathe test on my portable machine and he stated he would. I gave Debro instructions, and he began the test. Debro inhaled instead of blowing into the machine. I stopped Debro and advised him of the instructions. [REDACTED BY AGENCY]. I advised Debro of my findings and that it was determined he was under the influence. Debro was handcuffed to the rear and searched incident to arrest.

Debro was read the Georgia Implied Consent notice and agreed to have blood drawn. Debro was placed in the rear of my patrol vehicle for transport to the Houston County Detention Center. When arriving at the jail, [REDACTED] with Rapid Response PBT LLC was on scene to draw Debro’s blood. After the blood was drawn and recorded on my body camera, it was secured by [REDACTED] in a GBI evidence box. I secured the box and dropped it into evidence.

The Honda was towed by Taylor Towing.
