Officer’s Narrative:

On December 16, 2021 at approximately 02:30 hours I was patrolling the area of Ball Street in Perry GA, 31069 when I observed a gold Mercury Grand Marquis traveling north on Ball Street towards Larry Walker Parkway at a high rate of speed. I confirmed the vehicle’s speed at 57 miles per hour in a 45 mile per hour zone with my in car radar unit (serial #KC178704.)

I maneuvered my patrol vehicle behind the suspect’s vehicle and activated my emergency equipment. The suspect came to a stop on Larry Walker Parkway east of General Courtney Hodges Boulevard. I approached the vehicle from the passenger side and made contact with the suspect, later identified as Andrew Wells (DOB: [REDACTED]).

As I was speaking with the suspect I detected the strong odor of raw marijuana coming from the passenger compartment. I asked the suspect to exit the vehicle and come to the front of my patrol vehicle. The suspect complied and once we were at my patrol vehicle, dispatch advised me the suspect’s driver’s license was suspended for Failure to Appear.

I placed the suspect into custody. He was handcuffed behind the back, checked for fit and double locked before being searched and placed in the rear passenger seat of my patrol vehicle. As I handcuffed the suspect he stated “I have some marijuana in the car, under my seat.” I did not detect any impairment in the suspect while speaking with him.

A search of the vehicle yielded a small wooden box under the driver’s seat. The box contained a small glass jar with approximately 3 grams of suspected raw marijuana. The box also contained a pipe, grinder and lighter along with other smoking tools. All evidence was collected at the scene, bagged, labeled and deposited into evidence locker number one at the Sheriff’s Office.

The suspect was transported to the Houston County Detention Center without incident and turned over to the jail staff on duty.

The suspect’s vehicle was towed from the scene by Road Runner towing. A tow log and inventory was completed for the vehicle.

The suspect was issued Uniform Traffic Citations for; Speeding (OCGA 40-6-181) and Driving while License Suspended (OCGA 40-5-121). Warrants were taken on the suspect for Possession of Marijuana less than an Ounce (16-13-2(b)) and Possession of Drug Related Objects (OCGA 16-13-32.2)
