On March 5, 2023, at approximately 0136 hours I was dispatched to the area of GA 247 and Sandy Run in reference to a Dodge pickup truck that was off with no lights on. The complainant stated the vehicle was in the right hand lane and they thought it was going to get hit.
I arrived on scene and observed the vehicle in question to still be on Sandy Run Dr. The vehicle was in the right turning lane to proceed south onto GA 247. The truck was not running and was parked in the roadway partially merged onto GA 247.
I approached the passenger side of the vehicle and observed what appeared to be a curled up sleeping subject, later identified as Ms Brandy Camp, in the front seat. I also observed that Brandy had no pants on. While looking in the vehicle I observed multiple open containers scattered throughout the interior of the truck, one of which was a bottle of vodka.
I then attempted contact at the drivers side of the vehicle. Upon looking into the drivers side window I was at that time able to determine that the occupant was a female. I attempted to open the door to the vehicle but it was locked. I began to knock on the window to which Brandy stirred and repositioned herself as if I disturbed her.
I continued to knock on the window at which time Brandy began to wake up. Brandy looked confused and began to yell at me from inside the truck. While yelling at me Brandy also began to slap the window. At this time I believed that with the presence of the open containers and how aggressive she was being in the vehicle that she would be combative if I could get her to exit the vehicle.
Brandy opened the door to the truck and exited with no pants or underwear on. She came out and moved towards me in an aggressive manner. I gave verbal directives for Brandy to place her hands behind her back and attempted to turn her around and secure her in handcuffs.
Brandy began to physically resist, stiffening up her arms and trying to pull away. At that time I stepped passed Brandy and tossed her over my hip and to the ground. I used my knee in the center of her back to hold her to the ground while I began to secure Brandy in handcuffs. While trying to place Brandy in handcuffs I felt bite pressure on my foot where I observed Brandy to be biting me. I switched the positioning of my foot away from Brandy and finished securing her in handcuffs.
I then escorted Brandy to my patrol car. As I began to open the rear door of the vehicle Brandy turned and spit on me. The bodily fluid hit my chest and neck area. At that time I grabbed Brandy by her hair and pressed her face into the side of my patrol car to prevent her from spitting on me further. I opened the door and attempted to get Brandy into the rear of the car when she began to kick me in the legs. I realized I was not going to be able to get Brandy into the back seat of the car without assistance. I held Brandy partially in the rear of the car until Dep Bolinger arrived.
Dep Bolinger arrived on scene and I advised him Brandy was spitting and I needed him to pull her into the car from the other side. Dep Bolinger opened the other side of the car and Brandy raised up and spit on him in the center of his torso. Dep Bolinger was able to grab one of Brandy’s arms and pull her into the back seat. We secured the doors and began to search the truck for Brandy’s drivers license.
Dep Bolinger stood by with the wrecker while I transported Brandy to the jail. Prior to transport and during transport Brandy was kicking the windows of the patrol car. Brandy also attempted to spit on me several more times through the glass dividing the front and back seat. Lastly, Brandy urinated in my back seat while on the way to the jail.
Upon arrival at the jail the staff removed Brandy from the rear of my car. They placed a spit mask on her and put her in a paper uniform. Brandy was secured in a cell while I did the appropriate paperwork. Brandy was charged with Indecent Exposure (16-6-8), Obstruction (Felony) (16-10-24), Obstruction (Misdemeanor) (16-10-24), two counts of Simple Assault (16-5-20), Simple Battery of a Police Officer (16-5-23). I did not receive any injuries during the incident.
