Officer’s Narrative:

On 04/26/2022 at approximately 2342 hrs., I, Officer Kim, was dispatched to make phone contact with [VICTIM #1] in reference to pointing a pistol.

I called Ms. [VICTIM #1] from the Front Desk 2 phone at headquarters and she stated the incident occurred as she was dropping her friend, [WITNESS #1], off at Ms. [WITNESS #1]’s home, [1000 BLOCK] Elberta Rd. Apt [REDACTED]. Ms. [VICTIM #1] stated at approximately 2311 hrs. she parked next to a white sedan, possibly a Dodge Charger, and the front seat passenger, “James”, the father of Ms. [WITNESS #1] unborn child, later identified as James Chappell, pointed a gun into Ms. [VICTIM #1]’s car.

Ms. [VICTIM #1] stated she saw a blue laser shining through her tinted window and into her face. She stated she saw James holding a black handgun with a drum magazine. Ms. [VICTIM #1] stated she rolled down the passenger window and yelled at James to stop pointing a gun into her car. She stated either the driver of the white sedan, later identified as [WITNESS #2], or the backseat passenger, who she recognized as [WITNESS #3], told James to “chill”.

Ms. [VICTIM #1] stated James laughed at her but did not say anything. She stated he and [WITNESS #3] went inside Ms. [WITNESS #1]’s apartment and, when they returned outside, James had gotten a black ski mask and black gloves and [WITNESS #3] had gotten a rifle. She stated James also had an additional gun in the waistband of his pants. She stated James pointed the gun’s laser into her car again.

Ms. [VICTIM #1] stated she left and went home, her daughter [REDACTED] in the car with her, leaving Ms. [WITNESS #1] at the scene of the incident. Ms. [VICTIM #1] stated she did not know if James was pointing the gun at her, at Ms. [WITNESS #1], at [REDACTED], or simply into the car. She stated she was not planning on reporting the incident but decided to do so when she realized James knew where she lives. Ms. [VICTIM #1] stated she felt and continues to feel threatened and wants to pursue charges.

I provided Ms. [VICTIM #1] with the case number for this report and instructions for obtaining a copy.

Officer S. Bish made contact at Ms. [WITNESS #1]’s apartment with Ms. [WITNESS #1], Mr. James Chappell, and [WITNESS #2]. He called me and advised all parties he spoke with stated Mr. Chappell had not pointed a gun, only a laser. Ofc. Bish stated [WITNESS #3] was unable to be located.

I called Ms. [VICTIM #1] again and advised her she could seek a warrant through Houston County Magistrate Court.
