On 03/03/2023 at approximately 0705 hrs., I, Officer Kim, received a notification on my computer that a Flock camera had detected a stolen vehicle, a Ford Taurus with tag display [REDACTED], Westbound on Madrid St. at N. Davis Dr. I checked the area and located the vehicle in the driveway of [100 BLOCK] Madrid St.
As Officer Tambourakis and I approached the house, I relayed the tag display on a Nissan NV200 parked next to the Ford Taurus to dispatch and was advised it returned invalid on a Ford Mustang. I observed a black male, later identified as Williams Hughes, asleep in the passenger seat of the Nissan NV200. Ofc. Tambourakis relayed the VIN from the dashboard of the Nissan NV200 to Dispatch [REDACTED BY AGENCY]
A black female exited the residence and the door was closed from inside. She identified herself as [VICTIM #1] and when she attempted to open the door, she discovered it was locked. I told Ms. [VICTIM #1] the two cars on scene were stolen and she advised she had just woken up and did not know what was happening. Officer Nick Taylor arrived on scene and advised a female in a front window was pointing next to her.
I heard glass break from the East side of the house and I went to investigate the sound. I observed movement through a window at the Northeast corner of the house. That window had a broken pane of glass. A window on the rear of the house was also broken out. I held that a position to watch the East and South sides of the house while waiting for other units to arrive.
[VICTIM #2], [VICTIM #3], and [VICTIM #4] exited the house. Lamarcus Lowe was said to be inside the residence. [REDACTED BY AGENCY] William Hughes was removed from the Nissan NV200, identified [REDACTED BY AGENCY] Mr. Lowe exited the house. Mr. Hughes and Mr. Lowe were placed under arrest.
I spoke with [VICTIM #4] who advised she and Mr. [VICTIM #2] had attempted to exit the residence sooner than they had, but Mr. Lowe had blocked the exit. Ms. [VICTIM #4] stated Mr. Lowe elbowed her in the face to prevent her from leaving and placed objects to block the door. Ms. [VICTIM #4] advised she did not wish to pursue charges.
I spoke with [VICTIM #2] who stated he was in the bathroom and when he came out, he saw Mr. Lowe and Ms. [VICTIM #4] in the physical struggle. He stated he began wrestling with Mr. Lowe who was trying to prevent anyone from leaving the house. Mr. [VICTIM #2] stated Mr. Lowe used a chair to brace the door closed. I advised Mr. [VICTIM #2] he was the victim of false imprisonment but he stated he did not wish to pursue charges.
Mr. [VICTIM #2] told me he saw Mr. Lowe driving the Ford Taurus at approximately 0100 hrs. this date. At that time, the vehicle would already have been reported as stolen. Mr. [VICTIM #2] stated he met Mr. Lowe at a game room near Giant Foods at 580 N. Davis Dr., where Mr. Lowe offered to give Mr. [VICTIM #2] a ride home in the vehicle. Mr. [VICTIM #2] stated the vehicle was having mechanical issues, so he decided to walk home instead.
Ofc. Taylor told me Ms. [VICTIM #4] had a bloody nose when she exited the house but by the time I talked to her, I did not see blood on her.
Detective Thomson advised she spoke to [VICTIM #1] and [VICTIM #2], who both told her they saw Mr. Lowe trying to hide a wallet inside the house. Det. Thomson advised the wallet was found, wrapped in a blanket, in the Southeast room of the house. The wallet contained identifying documents and bank cards bearing the name of [VICTIM #5], to whom the stolen Ford Taurus was registered.
The on-call wrecker service, Warner Robins Towing, was called to remove the two stolen vehicles from the scene. I searched both vehicles on scene and, inside the Nissan NV200, behind the driver’s seat, I located a gray backpack and two gloves near the backpack. Inside the backpack, I found two sets of bolt cutters, another glove, and an item of mail bearing William Hughes’ name.
Mr. Hughes and Mr. Lowe were transported to headquarters by the transport van.
I photographed the wallet, the backpack, the bolt cutters, the gloves, the mail, the phone, the wallet, and the wallet’s contents. I have attached those photographs to this report in RMS.
I applied for warrants on Mr. Hughes for theft by receiving stolen property for the Nissan NV200 and possession of tools for the commission of a crime for the bolt cutters and gloves. I applied for a warrant on Mr. Lowe for theft by receiving stolen property for the Ford Taurus based on witnesses placing him in the vehicle and trying to hide items from the vehicle. The warrants were signed by Judge Sammons of Houston County Magistrate Court.
