On Wednesday, July 13, 2022 at 0247 hours, I was parked off the roadway at Ga 196 and Ga 38. I observed a blue Honda Civic approach the traffic light. The vehicle had a Georgia license plate of [REDACTED]. I observed the vehicle fail to stop for the red light and continue to make a right turn onto Ga 38. The vehicle appeared to move through the red light as if the light was green.

I made a right turn onto Ga 38 following the vehicle. I activated my emergency equipment to conduct a traffic stop on the vehicle at Ga 38 and McIntosh Lake Rd.

I made a driver’s side approach where I made contact with the driver, Johnny Izzard III. I advised him of the reason for the traffic stop to which Mr. Izzard replied he “Yielded” for the light. He also advised me he was just doing what he sees other cars do for the red light. I advised Mr. Izzard he needed to come to a complete stop for a red light prior to making a right turn. I requested his driver’s license and returned to my patrol vehicle.

Upon checking Mr. Izzard’s driver’s license on my department issued computer through NCIC/GCIC, I learned his license was suspended for Super Speeder. He had a suspension date of 7/12/22 with no serve date.

I re-approached Mr. Izzard and requested for him to step out of the vehicle. I had him step to the front of my patrol vehicle. I placed Mr. Izzard under arrest and in double locked handcuffs which were checked for fit. I searched Mr. Izzard for contraband and did not locate anything. He was placed in the rear of my patrol vehicle where due to his size, I was not able to place a seatbelt on him. The rear of my patrol vehicle was cleared of any contraband the last time someone was removed from it.

The registered owner, [REDACTED], was called to the scene by Mr. Izzard and the vehicle was turned over to her.

I transported Mr. Izzard to the Liberty County Jail where he was turned over to booking officers with 2 citations; Driving With a Suspended License and Failure To Obey a Traffic Control Device. I searched the rear of my patrol vehicle in the jail sallyport and did not locate any contraband.
