Vehicle 2 was traveling southbound on West General Screven Way in the number 2 lane. Vehicle 1 was traveling southbound in the center turn lane. Vehicle 1 changed lanes into the number 2 lane and impacted with vehicle 2.
Driver 1 stated that she made her left turn from Pafford Street and onto West General Screven Way. Due to traffic she stopped in the center turn lane. She started to travel southbound to attempt to merge into traffic. While changing lanes she did not see the other vehicle and impacted with vehicle 2. Driver 1 stated that she stopped and advised driver 2 that she needed to leave to let her dog outside.
Driver 2 stated that she made her left turn from Pafford Street onto West General Screven Way and got into the number 2 lane. While traveling southbound on West General Screven Way vehicle 1 changed lanes into her lane and impacted with her vehicle. Driver 2 stated that driver 1 stopped but when driver 2’s father, [REDACTED], showed up driver 1 took off and did not provide any information.
Upon arrival I noticed that vehicle 1 was leaving the scene. I caught up with vehicle 1 on Olive Street and Pineview Street. I escorted vehicle 1 back to the scene. During my investigation I checked driver 1, Linda Morgan, through GCIC/NCIC. The returns showed that Morgan did not have a valid driver’s license in Georgia or California. Georgia returned no valid driver’s license and her California license expired in 2016.
I placed Morgan under arrest, placing handcuffs behind her back making sure of comfort and fit before they were double locked. Morgan was patted down for weapons and contraband and none was found. Officer B Johnson, 134, transported Morgan to the Liberty county jail for me. Morgan was turned over to jail staff for processing. Morgan was given a court date of June 1, 2022.
The investigation shows driver 1 improperly changed lanes as per Georgia code 40-6-48(1), left the scene of an accident as per Georgia code 40-6-270, and was driving without a driver’s license as per Georgia code 40-5-20.
