On Monday March 27th, 2023, at approximately 1706 hours I was dispatched to a Domestic call at [100 BLOCK] Vandiver Road Lot #[REDACTED] by Liberty County Central Dispatch. The call was called in by Mr. [WITNESS #1] from [80 BLOCK] Oakcrest Court, Richmond Hill.

The reason Mr. [WITNESS #1] called Liberty County Central Dispatch, was because Ms. [WITNESS #2] called him and ask him who to call because her dad, Mr. Rickey Jennings was fighting with her mom, Ms. [VICTIM #1]. After arriving on scene along with Officer Scott Heck (Badge #419) I knocked on the door to the residence at [100 BLOCK] Vandiver Rd Lot #[REDACTED] and announced myself. Mr. Rickey Jennings answered the door which was not attached to the residence (see photo).

I asked Mr. Jennings to step outside to talk with me and his response was that this is private property, and you cannot be here. Mr. Jennings attempted to pull the door close and I told him, “no it does not work like that” and placed my hands on his shoulder forcing him back outside. Mr. Jennings was instructed to go down the steps and speak with Officer Heck to give his side.

I spoke with Ms. [VICTIM #1], who said that Mr. Jennings was drinking since ten this morning and she asked him to leave. He left to go pick up a neighbor from work and came back. Ms. [VICTIM #1] said that he was combative when he got back and was asked to leave again. At this point, I explained to Ms. [VICTIM #1] how to go about the eviction process and it was a civil matter.

Ms. [VICTIM #1] said that she asked him to leave again when he got physical and shoved her to the couch causing her right leg to hit the coffee table causing a bruise on her chin. Ms. [VICTIM #1] also said that Mr. Jennings threaten to kill her and burn down the home with her in it.

Ms. [WITNESS #2], the eleven year old daughter of both adults said that she was peeping through her bedroom door when she saw her dad, Mr. Jennings pushing her Mom around in the living room then he pushed he onto the couch. That is when she called Mr. [WITNESS #1] to ask him what to do.

Mr. [WITNESS #1] did call Liberty County Central Dispatch who overheard a scuffle in the background and a child screaming. She also heard him say to her mom that he will kill her and burn down the home. Ms. [WITNESS #3] the twelve-year-old said that she was in her bedroom and heard the commotion but did not see any physical interaction between her parents.

Mr. Jennings said that he was upset and suspicious of Mr. [WITNESS #1] and his wife, Ms. [VICTIM #1]. He said that he came home last Tuesday March 21st, 2023 and turned on his alarm on his vehicle. Then heard a scuffle in his home and after opening his door and saw Mr. [WITNESS #1] coming down the hallway in an physically excited state and his wife ran into their bathroom. Since then, Mr. Jennings has been suspicious of both. Mr. and Mrs. [VICTIM #1] did admit to both drinking.

Mr. Jennings was taken into custody at 1718 hours and searched prior to being placed into my vehicle for transport. While transporting Mr. Jennings down Paul Sikes Drive towards Liberty County, he started to hit his head against the cage in front of him. I asked him what was he doing and if he caused any damage to the vehicle it will be an additional charge. I stopped and Mr. Jennings said that he hit his nose and thought it was broke.

I notified Liberty County Central Dispatch that I was taking Mr. Jennings to Liberty Regional Medical Center to be cleared of any injury. He was cleared and taken to Liberty County Jail, and turned over. My vehicle was searched prior to and after transporting Mr. Jennings. My Axon Body Cam was on during the entire interaction with Mr. Jennings.

Ms. [VICTIM #1] was given a case number and told how to get her report.
