On 11/21/2022 I was patrolling the area of Fields Ave near Dozier St. While in the area I came across a silver in color Mercedes passenger car which was bearing GA tag # [REDACTED]. This vehicle was traveling south bound on Fields Ave approaching Dozier St.
The vehicle then got in the center lane to turn left onto Dozier St, I got behind the vehicle to turn left onto Dozier St as well. Once I was behind the vehicle I noticed there was another vehicle traveling north bound on Fields Ave approaching Dozier St as well. Once the other vehicle was in the intersection, the vehicle in front of me turned left, almost crashing into the vehicle traveling north bound.
At this time I ignited my blue lights in attempt to stop the car. The silver Mercedes continued traveling east on Dozier St, turned right onto Janice St and sped up fast. The vehicle was traveling at a high rate of speed. Its speed was too fast for the conditions, for it being a small residential street with cars parked near the curbs and trash cans on the sides of the road. I saw the vehicle pull into [300 BLOCK] Janice St. I was then able to catch up and stop behind the vehicle at this location.
After calling the stop out and giving my final location I exited my patrol vehicle and approached the vehicle. I presented my self and informed the driver the reason for the stop. While I was up near the driver I could detect a strong odor of cigarillo cigs mixed with the odor of marijuana. I also noticed the drivers eyes were very red and had a glassy texture to them.
I then asked the driver for his license. Once I had the drivers license I told him to stay in his car and that I would be back momentarily. Once I turned around and began walking to my patrol vehicle, I shined my flashlight into the vehicles rear passenger window. In the car I saw an open case of beer with several open containers. I then got in my patrol vehicle and ran the driver, Emmanuel Corona and the vehicle through GCIC.
Moments later Ofc C Morang D556 arrived on scene. I asked Ofc Morang if he could run Emmanuel through HGN. Ofc Morang stated he would. At this time I walked back to Emmanuel and asked if he could step out of his vehicle. I then asked if he was willing to take some test for me to make sure he was ok to drive. Emmanuel stated he would. At this time I walked Emmanuel over to Ofc Morang.
Ofc Morang then ran Emmanuel through field sobriety. While Ofc Morang was doing so I detected a strong odor of alcoholic beverage coming from Emmanuel mouth area when he would speak. I also noticed Emmanuel was very uneasy on his feet, lost balance easily. See Ofc Morang supp for details on field sobriety. Once done with field sobriety, Emmanuel was placed under arrest for DUI less safe. Ofc Morang read implied consent for suspects under 21. Emmanuel stated he would give a breath sample.
Emmanuel’s person was searched and then seat belted in the back seat of my patrol vehicle. While in my patrol vehicle he informed us he was a US citizen. Once he was secured in my patrol car, I searched the vehicle incident to arrest. In the vehicle a marijuana grinder was located in the front passenger seat. A plastic baggier containing 2.8gg of green leafy substance was located in the center console. In the passenger side floor board there was an open empty corona beer bottle. In the back seat there was a case of beer that had been opened and contained 3 opened beer bottles and 4 closed beers.
Emmanuel’s vehicle, wallet, phone and keys were handed off to his mother whom later came out of her residence.
I then transported Emmanuel to the Whitfield County Jail. Once at the jail I secured my handgun in a locked locker provided by the jail. I then handed Emmanuel to the booking staff. Once booking staff was done with him he was given to us for the state breath test. Once in the room to get the breath sample Emmanuel stated he no longer wished to give a breath sample, and that he refused to do so due to it being his right. Emmanuel was then handed back to the booking staff.

The marijuana grinder and green leafy substance was placed into P&E for evidence. Emmanuel’s license was sent to DDS along with the ALS form.
