Terroristic Threats And Acts

On June 1. 2022 at approximately 2049 hours Deputy Hall, Sullivan, and Lieutenant Callahan were dispatched to [2100 BLOCK] Bowers Rd in reference to a disturbance in progress. Upon arriving on scene Deputy Hall made contact with a [VICTIM #1] and her husband [VICTIM #2].
[VICTIM #1] stated that earlier in the day her neighbor Rual Elder had starting shouting across the fence line threatening herself and her husband. [VICTIM #1] also provided video evidence to support her statement. Upon reviewing the video Deputy Hall observed and heard Rual shouting at [VICTIM #1] and [VICTIM #2] stating “you know the thing that happened in Texas, well it’s going to happen to you too.”
Deputy Hall then made contact with Rual Elder who stated that he didn’t remember saying these things. Rual stated that he had just been woken up by his wife [REDACTED] who was saying the neighbors were threatening her. Deputy Hall did not observe anything to corroborate Mr. Elder’s statement in the video evidence provided.
Deputy Hall then placed Rual Elder under arrest for Terroristic threats and acts under OCGA 16-11-37, warrantless arrest #65710. Rual was handcuffed, the handcuffs were checked for proper fit and double locked. Rual was transported to the Whitfield County Detention Center where he was then turned over to detention staff without incident.
