Officer’s Narrative:

On 03/02/23 I was dispatched to 1315 W Walnut Ave (Longhorn Steak House) in reference to a fight that had already occurred.

Upon my arrival, I spoke with the caller, later identified as [WITNESS #1], who advised me that her daughter had been attacked in the parking lot. [WITNESS #1] stated that she works at the Longhorn Steakhouse and so does her daughter’s girlfriend, later identified as [VICTIM #1]. [WITNESS #1] stated that she was inside when another female, later identified as [WITNESS #2] (a customer that happened to be in the parking lot at the time of the incident) came inside and notified staff of an altercation in the parking lot.

[WITNESS #1] stated that when she walked outside, she observed 2 females, who she knows as Keeya Turner and Ryleigh Hames, physically attacking her daughter while her daughter, later identified as [VICTIM #2], inside of [VICTIM #2]’s vehicle as [VICTIM #2] was attempting to drive away.

[WITNESS #1] stated that she observed Ryleigh hanging inside of the window of [VICTIM #2]’s vehicle while fighting with [VICTIM #2]. [WITNESS #1] stated that as her and other people were attempting to intervene, both Keeya and Ryleigh got inside of their vehicle, a gray 2006 Nissan Altima with Ga tag [REDACTED BY AGENCY] and quickly fled the scene being sure to reverse out so that no one could obtain the tag number.

[WITNESS #1] stated that she has been hearing about the conflict between [VICTIM #2], [VICTIM #1], Ryleigh, and Keeya for approximately 2 weeks. [WITNESS #1] stated that this is not the first time that Keeya and Ryleigh have come looking for [VICTIM #1]. [WITNESS #1] advised me that as an employee at Longhorn Steakhouse, she wished for Ryleigh and Keeya to be trespassed from the property.

While Officer Herrera spoke with [WITNESS #2], I spoke with [VICTIM #2]. [VICTIM #2] stated that she was in the parking lot in her vehicle when her girlfriend, [VICTIM #1], arrived at the location for her normal work shift. A short time after [VICTIM #1]’s arrival, [VICTIM #2] stated that [VICTIM #1] called her and told her that she was being attacked by Ryleigh and Keeya, but was able to shut and lock her car door before Keeya and Ryleigh were able to physically touch [VICTIM #1].

[VICTIM #2] stated that she then pulled her car to the area of [VICTIM #1] and observed Keeya and Ryleigh pulling on the door handle to [VICTIM #1]’s vehicle attempting to get to [VICTIM #1]. [VICTIM #2] stated that at this time, she began yelling at Keeya and Ryleigh and telling them that they were going to get in trouble and they needed to stop. [VICTIM #2] stated that she then argued with Ryleigh from inside her vehicle until Ryleigh finally ran up to her vehicle, jumped through the window, and began punching at [VICTIM #2].

[VICTIM #2] stated that she defended herself and punched Ryleigh back. [VICTIM #2] stated that she attempted to drive away, but Keeya and Ryleigh were then able to open her door and were attempting to pull her out of the vehicle, but she had her seat belt on. [VICTIM #2] advised me that she knew that Keeya and Ryleigh lived at [2100 BLOCK] Arbordale Pl; [REDACTED]. [VICTIM #2] advised me that during the fight, she received a cut to her finger. I then observed a visible scratch to [VICTIM #2]’s finger.

[VICTIM #2] advised me that this incident happened because of an incident 2 weeks prior involving her, [VICTIM #1], Ryleigh, a female identified as [REDACTED], and Keeya at Keeya and Ryleigh’s residence. [VICTIM #2] stated that Keeya had attacked her in the upstairs area of the apartment and [VICTIM #1] tried to pull Keeya off of [VICTIM #2] in which Keeya turned to fight with [VICTIM #1].

[VICTIM #2] stated that since that incident, Keeya and Ryleigh have been going to 1315 W Walnut Ave as well as [VICTIM #1]’s other employer (1303 W Walnut Ave; Panera Bread) looking to fight with [VICTIM #1]. [VICTIM #2] stated that she did wish to press charges. [VICTIM #2] also stated that [VICTIM #1] had left the scene due to her fear that [VICTIM #1]’s father will find out that [VICTIM #1] is dating [VICTIM #2].

I then relocated with Officer Herrera to [2100 BLOCK] Arbordale Pl; [REDACTED] to speak with Keeya and Ryleigh. Upon my arrival, I located Ryleigh and Keeya’s vehicle in the parking lot backed in. I then knocked on the door and after several attempts, both Ryleigh and Keeya exited.

I advised them both that I was there to speak about the incident at Longhorn Steakhouse and they immediately became hostile and stated that they did not like me and they did not want to talk to me. Due to their lack of cooperation, I decided to place Ryleigh and Keeya under arrest.

I then went to detain Ryleigh in handcuffs and she immediately began to scream at me and say that she “was not going”. Ryleigh then began to violently pull away from me and I observed Keeya become upset and try to push past Officer Herrera to get to me. After struggling with Ryleigh briefly, I was able to secure her in handcuffs.

I then observed Keeya get into Officer Herrera’s face in a manner that led me to believe that she was about to strike him. I then pushed Keeya back away from Officer Herrera at which time he was able to secure her in handcuffs. Due to her having a medical sling on her left arm, he had to place the handcuffs in a modified position at her front. Keeya then advised Officer Herrera and Officer Wingate that she had video of the incident, but refused to let officers see the video.

When I first started to take Ryleigh into custody, I observed a female, identified as [REDACTED], quickly begin to exit the residence. I also noticed other subjects start to come towards us from the parking lot area.

I then read Ryleigh her miranda rights, but as I tried to speak with her, she only wanted to be sarcastic with me and not answer my questions. I then searched Ryleigh incident to arrest and placed her in the rear seat of my patrol car. Ryleigh was seat belted in and advised that she was a US citizen.

I then attempted to speak with Keeya, but she also would not listen to me and would cut me off and be sarcastic as I tried to speak with her. Officer Herrera then searched Keeya incident to arrest and placed her in his patrol car. Officer Herrera then transported Keeya to WCSO Jail. I then transported Ryleigh to WCSO Jail after giving dispatch my beginning mileage.

Once at WCSO Jail, I advised dispatch of my ending mileage and secured my weapon in a lockbox. I then turned Ryleigh over to WCSO Kail along with her property.

Both Keeya and Ryleigh were charged with OCGA 16-10-24 obstruction, 16-11-39 disorderly conduct, 16-11-32 affray, and 16-5-23.1 battery on warrantless arrest #67125 (Keeya) and 67124 (Ryleigh).

I then returned to my patrol car, retrieved my weapon from the lockbox, and went back in service. The rear seat of my patrol car was searched prior to and immediately after transporting Ryleigh.

Later in the shift, Ryleigh called and wished to speak with me in person. Myself and Sergeant Corso then returned to [2100 BLOCK] Arbordale Pl; [REDACTED] to speak with Ryleigh and Keeya who had just gotten out of jail. Keeya wished to report the assault that apparently happened 2 weeks prior that started this entire incident.

Keeya stated that [VICTIM #1] had come up behind her and grabbed her which dislocated her should. Keeya and Ryleigh stated that this happened after they attempted to get in between [VICTIM #2] and [VICTIM #1] fighting. I asked Keeya why they did not report the incident at the time, but she just got angry and started to yell and be sarcastic at me and Sergeant Corso. Her and Ryleigh both stated that they “did not know the process” and “did not know what they could do”.

At the time until they were arrested for a similar incident. The entire time speaking with Ryleigh and Keeya, they continued to reflect on their arrest and not the incident they were trying to report. While speaking with Keeya and attempting to ask her to stop being sarcastic and yelling at us, she would smile and laugh and whisper to Ryleigh. At no time did Ryleigh or Keeya believe they did anything wrong.

At one point, they also stated that they did not call police because Keeya “has bad experiences with police”. I advised Keeya and Ryleigh that due to the incident being 2 weeks old and them only wishing to report the incident after they were arrested for the fight, I would document their claims and they could seek a warrant by going to magistrate court. Keeya stated that she would be sending a video of the fight to my email.
