On November 20th, 2025, at approximately 1357 hours, I, Corporal Hector Espinoza, was dispatched to [500 BLOCK] Cody Road in reference to a physical domestic incident in progress. Upon arrival, I was informed by the involved party that the incident had already occurred around 0900 hours that same day.
I spoke with the complainant, [VICTIM #1], an 83-year-old man, who stated that his son, ROE TURNER, had recently gotten out of jail. [VICTIM #1] indicated that he had told ROE he could not stay at his residence any longer, which caused ROE to become agitated. [VICTIM #1] reported that ROE hit him with a closed fist using his right hand, resulting in a gash on his left eye. The wound appeared to be a few hours old, with dried blood present but also looking fresh. [VICTIM #1] was checked by EMS but refused transport and was cleared at the scene. I took pictures using my department-issued camera and advised [VICTIM #1] and ROE TURNER’S daughter, who was present, to avoid approaching ROE and to call 911 if they saw him.
Later that evening, around 1452 hours, ROE TURNER’S daughter informed deputies that he was located at a residence on [100 BLOCK] Meadow Road. Upon arrival, she stated that she approached Roe and told him that deputies would return to address his actions towards her father. She mentioned that he was calm and acknowledged his mistakes. However, when Deputy Wood and I arrived, ROE was no longer at the residence, and we subsequently tracked him to the back of the trailer park, near abandoned buildings.
When ROE eventually appeared, he emerged from a building and, upon seeing us, retreated behind the building. He came out with his left hand behind his back and an alcohol bottle in his right hand. At this point, Deputy Wood and I drew our department-issued firearms and aimed them at ROE, issuing commands led by Deputy Wood. After a short while, Roe surrendered and was placed in handcuffs without incident.
I applied for warrants for exploitation and for threatening or intimidating a disabled adult or elderly person, which were later served by Deputy Jakob Tilley.
