On 5/16/2026, I was patrolling South Wayne Street when I observed a Mercury Mountaineer turn left from Greene Street onto South Wayne Street.

The driver stopped behind a parked Milledgeville Police Department patrol car on the roadway who was working a downtown detail. When the vehicle passed the MPD police car, I observed the driver, later identified as Aidan Ramnarine, leaned forward in the seat and appeared to be hyper-focused on the roadway. Aiden made a left hand turn onto Hancock Street, left onto Wilkinson Street, and a left onto Greene Street making him circle the block one full time. Aiden continued east bound on Greene Street to the intersection of Elbert Street, where he continued through intersection of Greene St. towards the Oconee Greenway before stopping on the hill to avoid my sight. I continued through the intersection where I observed the vehicle continue to drive down Greene St. toward the Oconee Greenway. When the vehicle reached the intersection of Greene street and Warren street, the vehicle entered the Oconee Greenway, which closes at 2000 hours each day.

The vehicle pulled into a parking spot and I notified dispatch I would be getting out with the vehicle to make contact with Aidan. Aidan exited the vehicle and I asked Aiden “what are you doing?” to which he replied he was “headed home”. I asked Aidan for his drivers license. Aidan stated the license was in the vehicle and we both went to retrieve it. While near the driver side of the vehicle, I smelled a strong odor of an unknown alcoholic beverage coming from his person. Aidan stated he got off work around 1700 hours, met his friends on Greene street, went back to their apartment and was now driving home.

Deputy Sides asked him “how many drinks have you had tonight?” and was told “tonight I had a couple but that’s been a few hours ago”. I asked Aidan if he would participate in Standardized Field Sobriety Testing to expel our suspicion of him being under the influence of alcohol and he consented. I then placed Aidan on a flat level surface in the parking lot where he was medically cleared to conduct the testing.

I placed Aidan in the starting position and began checking his eyes which showed equal tracking in both eyes.

HORIZONTAL GAZE NYSTAGMUS:
Instructional period- able to maintain position
Lack of smooth pursuit- signs in both eyes
Distinct and sustained nystagmus at maximum deviation- signs in both eyes
Onset of nystagmus prior to 45 degrees- signs in both eyes

WALK AND TURN:
Instruction period- unable to maintain starting position
Walk and turn steps 1 though 9- missed heal to toe (steps 1,6) stepped off line (steps 2,7,8,9)
Turn- improper turn (not how demonstrated of lead foot planted)
Walk and turn steps 9 steps back- missed heal to toe (step 4), stepped off line (steps 5,8), used arms for balance

ONE LEG STAND:
Testing: used arms for balance

Based on my investigation, it was determined Aidan was above the legal limit to be operating a motor vehicle on the roadway. I placed him under arrest and read implied consent for persons over the age of 21 years of age and requested breath. Aidan agreed to the requested state test of his breath and I transported him to the Baldwin County Jail.

Upon arrival at the Jail, Aidan was escorted into the Intox room where he supplied a sample of his breath for testing. While in the room, Aidan stated “thank you for being nice because I know I made a mistake”. Deputy Coley advised the breath sample Aidan provided was 0.179. Following the testing, he was released to jail staff and the appropriate paperwork was completed. Aidan was then issued a citation for Driving Under the Influence of Alcohol.
