On 12/24/2022 at approximately 0722 hours, patrol was notified of a stolen vehicle alert on a flock camera. The vehicle was said to be a Silver Dodge Ram displaying a Georgia tag of [REDACTED]. The vehicle was last seen driving north on SR 49 near the Jones County line, coming into Baldwin County. Deputy Butts, Deputy Braziel and I arrived in the area and located the vehicle driving north in the area of SR 49 and Felton Drive. I turned around on the vehicle and waited for additional units to all catch up. South of Allen Memorial Drive, I conducted a felony traffic stop on the vehicle. Sgt. Brown, Deputy Butts, Deputy Braziel and multiple MPD units all assisted with the stop.
I had Sgt. Brown maintain eyes on the vehicle and at gunpoint. I assigned Deputy Braziel and Deputy Butts as the arrest team and placed them on the passenger side of my patrol car. MPD assisted by shutting down the roadway so we could safely detain all occupants. I had the driver step back first and had Deputy Braziel detain him in his patrol car. I then called out the front seat passenger and had Deputy Butts detain her. I finally called out the rear seat passenger and detained him myself and then turned him over to Deputy Butts. Sgt. Brown and I then cleared the vehicle to make sure there were no additional occupants. Once everyone was detained and the scene was safe, the roadway was reopened.
100 Dispatch advised that Bibb County verified the vehicle to be stolen through their agency as of Thursday 12/22/2022. The driver identified himself as Winfred Felts. I read Felts his Miranda Rights and he agreed to speak without an Attorney present. Felts advised that he borrowed the vehicle with permission, however he was unable to tell me how long he had the vehicle. I asked Felts to estimate how long he had the vehicle, as in how many hours, days or weeks, and he could not or would not tell me. Felts stated that everything in the bed of the truck belonged to him and that a diamond ring inside the truck belonged to him. Felts denied owning anything else inside the vehicle. Baldwin County Dispatch advised that Felts was wanted out of Bibb County with multiple warrants and a caution for violent tendencies. Deputy Butts spoke with the other occupants of the vehicle and will detail that in a supplement to this report.
A wrecker by rotation was called to the scene and a vehicle inventory was started. In the driver’s door, I located a silver container with suspected Methamphetamine inside. In the center console, was another container of suspected Marijuana, multiple (possibly 100 or more) empty bags commonly used to package illegal narcotics and a magazine containing 9mm bullets. In the glove compartment were two scales commonly used to weigh drugs prior to distribution. Under the driver’s seat was a loaded Taurus 9mm pistol. 100 dispatch advised the firearm had not been reported stolen. In the bed of the truck, among the clothes that Felts said all belonged to him, was the original factory box to the firearm. I spoke to Felts again and he stated that the firearm belonged to someone else and he was only borrowing the vehicle.
An impound and inventory sheet was completed and turned in. Bibb County stated they did not wish to place a hold on the vehicle. Old Capitol responded and took possession of the vehicle. Only the illegal items were seized from the vehicle. Deputy Butts Transported the two passengers, which were also wanted out of Bibb County and Twiggs County. Deputy Braziel transported the driver of the vehicle.
