On 01/27/2023 at approximately 0246 hours, I made contact with [VICTIM #1] and [WITNESS #1] at Discount Beauty Store, 1686 North Columbia Street Suite C, in reference to an armed robbery.

[VICTIM #1] stated at approximately 2315 hours, he was sitting in the driver’s seat of his car in the parking lot of the location when a black male wearing all black entered the passenger side of the car. [VICTIM #1] stated the male brandished a small silver semi-automatic handgun and demanded [VICTIM #1]’s cellphone and all the money he had. [VICTIM #1] surrendered his Apple iPhone 13 Pro Max and approximately $700 in cash. [VICTIM #1] stated when the male demanded more money and [VICTIM #1] was unable to provide, he threatened to shoot [VICTIM #1].

[VICTIM #1] stated the male exited the vehicle and went inside the business. [VICTIM #1] stated he waited in his car until he saw the male leave the front door of the business and head South. [VICTIM #1] stated he went inside the business to check on his cousin, [WITNESS #1], and they locked the door. [VICTIM #1] stated the offender had spoken with another black male outside the store for approximately twenty minutes prior to the incident occurring but did not have further information on either male.

Due to [WITNESS #1] not speaking English, [VICTIM #1] translated questions and answer for [WITNESS #1].

[WITNESS #1] stated he was behind the register when a black male wearing all black with a black mask entered the store with a small handgun. [WITNESS #1] stated the male stated, “You took all my money, now give me everything”. [WITNESS #1] stated he emptied the register, giving the male approximately $3700 in cash. [WITNESS #1] stated the male then left the business on foot. [WITNESS #1] stated the male and been the business off and on since it opened two or three days ago and throughout this evening prior to the incident.

When asked about the long delay between the alleged robbery occurring and law enforcement being contacted, [VICTIM #1] stated when they contacted the store owner, [REDACTED], he advised them there was no need to contact law enforcement due to the business security cameras not being functional at this time. [VICTIM #1] stated he and [WITNESS #1] decided to call 9-1-1 after considering ‘his cellphone may be used in a crime and he did not want to get into trouble’.

Detective Vinson was notified of the incident and responded to the location. Several security cameras were observed at neighboring business which could help identify the offender. When Detective Vinson asked to enter the business and take photos, [VICTIM #1] and [WITNESS #1] became distant and advised they did not have the means to let law enforcement inside. [WITNESS #1] stated the business was locked from the inside and would not be accessible until [REDACTED] arrived at approximately 0900 hours.

[REDACTED] was contacted by phone and stated he would not arrive until 0900 hours. When the urgency of the incident was explained, [REDACTED] was defensive and did not see why law enforcement needed to enter the business if there was no damage to the business and cameras do not work. [REDACTED] advised he would notify law enforcement when he arrived on scene.

The case was turned over to Detective Vinson. Case is still under investigation.
