I was dispatched to [100 BLOCK] J F Hall Road in reference to a domestic incident that had been reported by a third party.

Upon arrival, I made contact with [VICTIM #1] on the front porch of the residence. [VICTIM #1] stated the residence belongs to her mother, who was currently in the hospital recovering for surgery. [VICTIM #1] stated she was watching her little sister, [WITNESS #1], during her mother’s absence.

[VICTIM #1] stated that her uncle, Cedrick Chapple, arrived at the residence. [VICTIM #1] stated Cedrick entered the residence and stated he was taking [WITNESS #1] to watch her for the night. [VICTIM #1] stated Cedrick observed her friends at the residence and became increasingly angry at the friends being present at the residence. [VICTIM #1] stated Cedrick took her keys from her and told her she wasn’t going anywhere, and [VICTIM #1] and Cedrick got into a heated argument.

[VICTIM #1] stated that she and her friends, [WITNESS #2], [WITNESS #3] and [WITNESS #4], all went to [VICTIM #1]’s bedroom to attempt to separate from Cedrick. [VICTIM #1] stated Cedrick ran into the room after her and held her down on the bed while striking her with a closed fist. [VICTIM #1] stated Cedrick then threw her to the floor and began to choke her by grasping his hands around her throat and squeezing. [VICTIM #1] stated [WITNESS #1] witnessed the entire incident, and was standing in the doorway telling Cedrick to stop hurting her sister. [VICTIM #1] stated Cedrick left the location with his girlfriend, [REDACTED], in a gray Ford Escape.

[VICTIM #1] was able to provide a video of the incident taken on one of her friend’s phones. In the video, I observed Cedrick holding [VICTIM #1] down and striking her with closed fists. I was also able to observe Cedrick attempting to strangulate [VICTIM #1] when he threw her to the floor beside the bed.

I made contact with [WITNESS #2], [WITNESS #3] and [WITNESS #4] on the front porch of the residence. All of their testimonies corroborated [VICTIM #1]’s account of events. [WITNESS #2], [WITNESS #3], and [WITNESS #4] all stated that they witnessed the entire incident.

I then made contact with [VICTIM #1] once more. I observed [VICTIM #1]’s face, and observed that her forehead was swollen near her eye, and her upper lip was swollen and bloody. [VICTIM #1] stated she felt in fear for her life when Cedrick was attacking her.

[REDACTED]’s vehicle was placed on a FLOCK camera system hot list. The video of the incident was uploaded through Axon Capture as evidence. Photos of [VICTIM #1]’s injuries were taken through Axon Capture and uploaded as evidence.

Two state warrants have been sworn against Cedrick Chapple for the offenses of aggravated assault and cruelty to children in the 3rd degree.
