[NARRATIVE #1 on September 03, 2022]

On Saturday September 3, 2022 at 1338 hours, I was dispatched to 1939 North Jefferson Street in reference to a suspicious person. Upon arrival to the area, contact was made with [WITNESS #1].

[WITNESS #1] stated he was working at the location for [VICTIM #1]. [WITNESS #1] stated a light skin black male wearing a white shirt with blue jeans (later identified as Chase Humphry) was in the property with a gun standing behind his work trailer. [WITNESS #1] stated he went around his trailer to get into the bed of his truck when Chase was leaning against the trailer and became startled by [WITNESS #1]. [WITNESS #1] stated at that point, Chase pulled his shirt up and showed [WITNESS #1] that he had a gun on his hip. [WITNESS #1] stated he then went inside out of fear when Chase followed him into the building and stood at the door of a bathroom scaring other employees showing the gun on the hip.

[WITNESS #1] stated that’s when [VICTIM #1] arrived and asked Chase to leave the location. [WITNESS #1] stated as Chase was about to leave, he pulled a black handgun out of his waist and pointed it from the hip at [VICTIM #1]. [WITNESS #1] stated at that time, [VICTIM #1] stated he was going to call the Milledgeville Police Department. [WITNESS #1] stated Chase put the gun back away and started to run towards the Carrington Woods Apartments. [WITNESS #1] was able to take pictures of Chase leaving the location with what appears to be a gun on his right hip.

I then made contact with [VICTIM #1]. [VICTIM #1] stated he had dealt with Chase 3 times throughout the day. [VICTIM #1] stated at 1013 hours he was called by [WITNESS #1] to be informed there was a guy on the property with a gun. [VICTIM #1] stated with he arrived, Chase went inside, and [VICTIM #1] followed him. [VICTIM #1] stated that’s when Chase lifted his shirt and showed him that he had a gun on his hip. [VICTIM #1] stated he then put his hands up and told Chase to please leave the location. [VICTIM #1] stated Chase came back a second time at 1100 hours. [VICTIM #1] stated he asked Chase to please leave again. [VICTIM #1] stated that’s when Chase pulled his gun out of his hip and point it at him from the hip area.

[VICTIM #1] stated at that point, he told Chase he was going to call the Milledgeville Police Department when Chase decided to run towards the Carrington Woods Apartments. [VICTIM #1] stated Chase then came back a third time. [VICTIM #1] stated he was able to make Chase leave the location. [VICTIM #1] stated Chase then went through the woods and went over the Circle K parking lot.

I then went and made contact with [WITNESS #2] at the Circle K. [WITNESS #2] stated Humphry was seen by him and other clients crossing the street brandishing a gun on his right hand going to Carrington Woods Apartments.

I then went and made contact with [WITNESS #3]. [WITNESS #3] had called me personally at 1245 hours to inform me about a guy with a gun coming out of the Circle K area brandishing a gun on his right hand while having a Gatorade on his left hand. [WITNESS #3] stated he then saw Chase get in the back seat of a Red Nissan Rogue in the Carrington Woods Apartments and drive in the opposite direction from him, so he was not able to get a plate.

Due to [WITNESS #3]’s initial call, a check of the area was done but no one was found matching the description. It was not until we received a second phone call, that Chase was able to be located matching the description of what had been stated he was wearing.

A witness statement form was filled out by [VICTIM #1], [WITNESS #3], [WITNESS #2], [WITNESS #1], and [WITNESS #4] which was collected by Officer Puerto. All forms have been submitted for evidence.

Contact was then made with [WITNESS #5] at [1900 BLOCK] North Jefferson Street #A1. [WITNESS #5] stated her son Chase was inside her residence and matched the description of clothing being worn by the suspect. [WITNESS #5] stated Chase suffers from certain mental health. [WITNESS #5] then asked Chase to come out to speak with us.

Chase stated he did not have a gun and walked back inside the house. [WITNESS #5] was asked if I could follow Chase inside the house but she stated he was not comfortable around law enforcement and would rather we did not go inside.

Detective Reonas was contacted and advised about the case. The scene was then turned over to him.

[NARRATIVE #2 on September 03, 2022]

At approximately 1338 hours on 09/03/2022 officers and I responded to McWhorter Animal Hospital, 1939 North Jefferson Street, in reference to a suspicious person.

Upon arrival officers made contact with witnesses who stated, a black male subject later identified as, Chase Humphrey, wearing a white t shirt and jeans was walking in the area brandishing a handgun.

While officers spoke with the witnesses, I patrolled the area in attempt to locate Humprey. A witness, [WITNESS #3], who was at Circle K, 1935 North Jefferson Street, advised he observed Humphrey walk across North Jefferson Street towards Briarcliff Apartments, 1980 Briarcliff Road, where he entered a red in color SUV.

Officer Puerto was able to locate a red in color 2015 Nissan Rogue (Georgia Tag #: [REDACTED]; VIN: [REDACTED]) outside of Apartment #[REDACTED]. Contact was made with C. Humphrey’s mother [WITNESS #5] at the apartment, who stated she knew the subject to be her son. [WITNESS #5] stated C. Humphrey suffered from paranoid schizophrenia and bipolar syndrome and was experiencing a mental episode, as he has been off his medication. [WITNESS #5] advised C. Humphrey contacted him making delusional statements as he believed people were after him.

I also made contact with C. Humprey who was agitated and did not wish to speak with me about the incident. When asked C. Humphrey did not wish to seek medical treatment. It was at this point when Detective Reonas was notified and we detained C. Humprey in double locked handcuffs per departmental policy. C. Humprey was then searched, placed in the back of Officer Puerto’s patrol vehicle and transported to The Milledgeville Police Department, 125 Floyd L. Griffin Jr. Street to be interviewed.

Officers then secured the scene as Detective Reonas applied for a search warrant for the residence, 1980 Briarcliff Road Apartment #A1. Once the search warrant was secured, officers searched the residence and were able to locate a Glock 34 9MM handgun (Serial #: AFZP586) with a 17 round magazine and 17 rounds of 9mm ammunition. C. Humphrey was transported to the Baldwin County Jail and the case was turned over to Detective Reonas.

[NARRATIVE #3 on September 03, 2022]

On September 3, 2022, I responded to the area of 1939 North Jefferson Street in reference to a possible suspicious person.

Upon arrival to the area of Carrington Woods Apartments, located at 1980 Briar Cliff Road, I contacted [WITNESS #5]. [WITNESS #5] came out of her residence worried about what might be going on outside. [WITNESS #5] was advised of the reason officers were in the area and she advised it was her son, Chase Austin Humphrey. [WITNESS #5] stated her son allegedly suffers from mental illness.

Upon investigating the incident, a witness by the name of [WITNESS #4], approached Lt. Allen. Lt. Allen advised me to obtain a witness statement form from [WITNESS #4]. [WITNESS #4] filled out a witness statement form which entailed the incident between himself and C Humphrey.

C. Humphrey was arrested and transported to MPD for Detective Reonas to question. After Det. Reonas completed his serious of questions, C Humphreys was transported to the BCLEC without any further incident. C Humphrey was charged with OCGA 16-11-126 Carrying a concealed weapon, OCGA 16-5-21 Aggravated Assault, and OCGA 16-11-106 Possession of a firearm or knife during a crime.

[NARRATIVE #4 on September 03, 2022]

On 09/03/2022 at approximately 1556 hours, the firearm Chase Humphrey had been alleged of carrying and pointing was found in apartment A1 of Carrington Woods Apartments.

While awaiting Detective Reonas to arrive with a search warrant for the apartment, [WITNESS #5] and were sitting int the living room. While speaking [WITNESS #5] shifted her weight because of an incense stick, located in a closed brown paper bag, poking her. When she turned to address the bag behind her. The bags weight all at once shifted and she felt a solid heavy object inside of the bag lean against her. [WITNESS #5] froze and looked at me, her eyes were wide and she had the look of shock on her face. I asked if she had found the weapon, she stated she didn’t wasn’t to move. I advised her of how we were going to safely negotiate the precarious situation with a possibly loaded gun being behind her and the one year old grandson lying next to her on the same couch. I advised Detective Reonas of the weapon being inadvertently found by [WITNESS #5].

I opened the bag and found a Glock, Model 34, in the back with what felt to be a full magazine and when checked for safety upon evidence collection, a live round in the chamber. The weapon was turned over to Detective Reonas.
