On 02/07/2026 at approximately 2214 hours, I was dispatched to the [400 BLOCK] Earnest Byner, where I made contact with the victim, [VICTIM #1], in reference to an incident which occurred.
[VICTIM #1] advised she asked a male known as “Booci”, later identified as Emilio Scott, for a ride. [VICTIM #1] advised Scott told her he had to drop someone off first, then he could come. [VICTIM #1] advised she told Scott never mind she would ask someone else. [VICTIM #1] advised shortly after she was walking to a neighbor’s house, Scott showed up anyway, in a silver in color 2002 Mercury Grand Marquis (Georgia Registration: [REDACTED].) [VICTIM #1] stated Scott got out the vehicle irate, asking about $5 she owed him. [VICTIM #1] advised she was confused, because she did not owe him any money. This upset Scott further, and he got in her face yelling at her. [VICTIM #1] states she began yelling back about not owing money, and they got into a physical altercation. [VICTIM #1] stated she ended up on the ground, and Scott threatened to shoot her.
[VICTIM #1] stated Scott went to his Grand Marquis and asked his girlfriend, [REDACTED], to hand him his bag. [VICTIM #1] also stated she saw a juvenile in the backseat as well. Shortly after Scott came back empty-handed and grabbed her front right pocket in an attempt to take her money. [VICTIM #1] stated her money was in the palm of her left hand, and he took her keys from the aforementioned pocket instead. [VICTIM #1] described them as being two gold keys on a key ring. [VICTIM #1] states Scott told her she would not get her keys back until he got his $5. [VICTIM #1] states as he was leaving, he rear ended a car, 2005 blue in color Toyota Camry [REDACTED] two times belonging to her cousin, [VICTIM #2]. [VICTIM #1] wished to get her keys back and press charges.
Officer Jalen Webb found the Grand Marquis and pulled the vehicle over near the intersection of West Hancock Street and Lake Drive.
Detective Keith Quattrocchi was notified and responded to the scene. The case was turned over to detectives.
[VICTIM #1] ended up leaving the scene, and per her request her keys were given to her neighbor at [400 BLOCK] Earnest Byner.
Per Det. Quattrocchi, Scott was placed under arrest and into double-locking handcuffs per Milledgeville Police Department Policy. I transported him to the Baldwin County Law Enforcement Center without incident.
At the LEC, Scott was served with a Notice of Prohibited Entry from Wray Homes, [400 BLOCK] North Glynn Street. Scott refused to sign, and stated he has family whom lived there, and he would be returning whenever he wants to.
