On 08/14/2026, I made contact with [VICTIM #1] in front of the Milledgeville Police Department in reference to a child custody exchange.
[VICTIM #1] stated she believed the female that was picking up the juvenile had a suspended license and the lawyer told her to make sure whoever was picking up the juvenile had a valid license. I made contact with the driver later identified as Keena Collins. I asked Keena if her license was suspended and she stated it was valid. I asked Keena if I could see her license to confirm they were valid to which she gave me her license. I ran Keena’s license through dispatch. Dispatch advised me Keena’s license was suspended.
Upon telling Keena her license was suspended and she could not drive, her mother Kecia Hunt, who was riding with her, became irate. Kecia was being very disorderly and was making vulgar comments towards [VICTIM #1] like “dumb bit*h” “ugly bit*h” Fu*k you bit*h” and other comments while in public. Kecia was placed under arrest and placed into the rear seat of Officer Bell’s vehicle. Keena was placed under arrest for driving while license was suspended.
Sergeant Skaggs conducted a probable cause search of the vehicle due to the odor of marijuana. Sergeant Skaggs located a clear baggie and a red baggie containing a green leafy substance suspected to be marijuana. I read Kecia Miranda warning to which she agreed to speak without an attorney present. I asked Kecia whose marijuana was in the vehicle, and she stated it was hers.
I transported Keena to the Baldwin County Jail where she was turned over to jail staff. Keena was issued a citation for suspended license. Officer Bell transported Kecia to the Baldwin County Jail where she was turned over to jail staff. Kecia was issued citations for disorderly conduct and possession of marijuana for less than one ounce.
The vehicle was turned over to T & S towing. The suspected marijuana was placed into evidence locker #9.
