[NARRATIVE #1 on October 13, 2025]

On October 13, 2025 at approximately 1533 hours, I responded to Dunkin Donuts, 1966 North Columbia Street, in reference to irate male subject at the location.

Upon arrival I made contact with Sergeant Thomas Smith and the irate male, Kevin Sanders, outside of the location. I advised Sgt. Smith to speak with employees and see if anyone inside the location felt threatened and/or feared for their safety and/or life. Sgt. Smith retrieved inside the location while I stayed outside with Sanders.

After receiving confirmation from Sgt. Smith through the front glass door of the establishment that employees inside the location feared for their safety and/or life, I advised Sanders to turn around and put his hands behind his back. Sanders became defensive resistant and began pulling away from me as I was attempting to place him into custody.

After a brief struggle, I was able to gain control of Sanders left arm, but I was unable to gain control of Sanders right arm due to him wrapping it around the D letter handle from the front door. After a few seconds, I was able to dislodge Sanders right arm from the handle and moved him to the left to allow Sgt. Smith to exit the facility to further assist me.

While attempting to place Sanders into custody, he was asked multiple times to stop resisting and to place his hands behind his back. Sanders continued to disregard orders given and was assisted to the ground after he tripped on the front door of the establishment. While on the ground we were able to gain control of both of Sanders arms where he was then properly secured in double locking handcuffs per department policy behind his back. Sanders was then assisted up to the sitting position. Per Sanders request and per our department policy after a use of force has been done, Emergency Medical Services was requested.

Prior to EMS arrival and due to Sanders being in front of the establishment and refusing to walk on his own will, he was lifted by Sgt. Smith and myself, and moved to the side of the building to avoid blocking the front of the business.

EMS supervisor, [REDACTED], arrived at the location and stood by until an ambulance was available to respond and check Sanders vitals. Upon EMS personnel arrival, they checked Sanders vitals and advised due to neither Atrium Health Navicent Baldwin, 821 North Cobb Street, nor Rivers Edge Behavior Health, 60 Blandy Way, wishing to take in Sanders as a mental health patient, he was cleared to go to the Baldwin County Law Enforcement Center, 119 Old Monticello Road.

Due to Sanders not wishing to walk on his own to enter my patrol vehicle, he was then assisted off the ground and into my patrol vehicle by Sgt. Smith and myself. Sanders was transported to the Baldwin County Law Enforcement Center without incident. Warrants for Disorderly Conduct OCGA 16-11-39 (Misd.) and Obstruction of Officer OCGA 16-10-24 (Misd.) were secured against Sanders.

A use of force report was completed per department policy. Sanders did not sustain any injury from the use of force. A witness statement form that was acquired by Sgt. Smith from the employee/victim, [VICTIM #1], was collected and forwarded to records to attach to the original report.

[NARRATIVE #2 on October 13, 2025]

On 10/13/2025 I responded to the Dunkin Doughnuts located at 1966 N. Columbia St with Sergeant Puerto in reference to an irate male at the location.

Upon Arrival I made contact with a manager in the parking lot who identified the male as one who had previously been asked to leave the location and who was picking up cigarette butts in the drive thru. I also identified the subject as Kevin Sanders who had been removed from the location earlier.

I spoke with Sgt. Puerto, and we agreed that I would go inside to speak with the complainant/victim while he stayed outside with Mr. Sanders. I made contact with [VICTIM #1] inside the store who stated that she had felt threatened by Sanders and that he was yelling at her and that she thought he had something in his pocket, so she locked the door. I then motioned to Sgt. Puerto that Sanders would need to be arrested.

As I was attempting to leave the business, I saw where Sgt. Puerto was attempting to place Sanders under arrest, but Sanders began pulling away and pushed the door shut prohibiting me from getting out. During the incident, I could see Sgt. Puerto giving commands, Sanders not following those commands, and was yelling, being irate and trying to get away from him. After a brief period, I was able to exit the business and assist Sgt. Puerto with gaining control of Sanders. After exiting the business, I grabbed Sandres’ right arm and began to pull so that we could get it behind his back.

During the incident, Sandres’ leg got caught on the open door causing him to lose his balance and begin to fall. At that time, Sgt. Puerto and I helped lower him to the ground where we were able to get his arms behind his back and where Sgt. Puerto was able to secure Sanders in handcuffs per S.O.P. While restraining Sanders I gave Sanders verbal commands to stop resisting and to calm down as well as give us his hands.

While attempting to deescalate the situation and calm Sanders down, he was moved into the sitting position. Per Sanders request and departmental policy, EMS was notified to respond to the scene for medical clearance. While waiting, I made the decision to move Sanders from the front door area to the front of the building as to not be a hindrance to the business or other pedestrian traffic. Due to Sanders’ unwillingness to walk on his own, Sgt. Puerto and I carried Sanders to the front of the building where he sat against the wall. Next, I spoke again with the complainant who provided a written statement stating that Sanders had threatened her and stated that he would stab her over a phone.

Whilst speaking with the complainant, EMS and the EMS supervisor [REDACTED] arrived and evaluated Sanders for injury and complaint. The supervisor informed us that EMS would not transport due to his past behavior at the hospital and Rivers Edge would not accept him. EMT’s also cleared him of any injury and said that he was good for transport.

Finally, we attempted to get Sanders to his feet to walk to the patrol vehicle, but he refused to walk under his own power therefore Sgt. Puerto and I had to carry Sanders by his arms to the patrol vehicle where we also had to put him in the rear seat due to his refusal to get in.

After placing Sanders in the vehicle, I secured his seat belt per departmental policy and conducted a search incident to arrest. At the time of the search I found nothing that would be deemed contraband. Sanders was then transported to the Baldwin County Law Enforcement Center without incident. Use of force reports were completed, and photos were taken by Sgt. Puerto.
