[NARRATIVE #1 on November 06, 2025]

On 11/6/2025 at 10:12pm I was standing in the intersection of Georgia Highway 22/Glynn Street and Roberson Mill Road directing traffic for a paving detail with Reeves Construction when I heard and observed a Nissan sedan strike the rear of a burgundy pickup truck (GA Tag: [REDACTED]).

The driver of the truck turned on his hazard lights, drove up to me and asked where he should pull aside to. I advised him to pull into the Marathon Gas Station at 208 Roberson Mill Road when suddenly, the Nissan turned south onto Glynn Street leaving the scene of the collision.

Sergeant Crawford #15 was blocking traffic for the same paving detail in front of the Youth Development Center, 800 North Glynn Street, and was sitting stationary in the direction the Nissan was traveling. I radioed to Sgt. Crawford that a Nissan sedan was coming towards him, that the vehicle was just involved in a hit and run, and that the Nissan was the only vehicle on the roadway heading south toward his direction on Glynn Street.

Sgt. Crawford later attempted to stop the vehicle identified as a 2006 Nissan Maxima (GA Tag: [REDACTED]), and I heard on the radio Sgt. Crawford was involved in a fight with a subject from the Sedan and that an arrest was made.

The driver of the pickup, [VICTIM #1], stated he was struck from behind by a vehicle. [VICTIM #1] was provided with a case card for the incident.

[NARRATIVE #2 on November 06, 2025]

On November 6th 2025 at approximately 2212 hours, Officer Dalton Skaggs was sitting at the intersection of State Route 22 East and Roberson Mill Road when he observed a motor vehicle accident. I responded to the location to investigate the accident further. While en route to the location, Officer Skaggs stated that the 2006 bronze Nissan Maxima was traveling southbound on North Glynn Street after he had signaled the vehicle to pull over. Sergeant Brandon Crawford was in the area and observed the vehicle pass him.

Furthermore, I heard Sergeant Crawford request for an additional unit to assist him with pulling over the vehicle. Sergeant Crawford advised that they were near the intersection of Ernest Byner Street and West Charlton Street. I then heard Sergeant Crawford advise that he was fighting with the driver of the vehicle. Lieutenant Ryan Chapple went to assist him with placing the subject, later identified as Layto Hill in custody. Upon my arrival, I contacted both Sergeant Crawford and Lieutenant Chapple at their patrol vehicles.

While doing a search of Hill’s person, I located a cell phone in his front left pocket with a large amount of money. Afterwards, I read Hill his Miranda warnings. Hill waived his Miranda warnings and didn’t wish to speak with me regarding the accident investigation. I then read Hill Georgia Implied Consent for subjects above 21 years old. Hill verbally and voluntarily agreed to the state administered test of his breath. Officer John Childress then transported Hill to the Baldwin County LEC without further incident. I followed Officer Childress to the Baldwin County LEC where the state test was administered. In conclusion of the test, Hill blew a .195.

Hill was charged with failure to stop/report an accident, driving while license suspended. DUI child endangerment, DUI, and obstruction. An accident report was completed.
