I was dispatched to [200 BLOCK] Highway 49 in reference to assisting a Georgia State Patrol Trooper who was conducting a traffic stop.

Prior to my arrival, Dispatch advised a male passenger in the vehicle Trooper Miller had stopped, called Baldwin County 911 requesting Deputies to respond. Trooper Miller also requested an additional unit while he was on the traffic stop. Dispatch advised while speaking with the unknown male passenger, they could hear multiple people arguing with Trooper Miller.

Upon arrival, I walked to the passenger side of the vehicle and made contact with both passengers of the vehicle. When asked who called 911, I was told they did not call 911. With the front passenger being a female and the back passenger being a male, I asked the male his name for my investigation of mis-use of 911. The male would not provide any documentation or his name and date of birth. The male was later identified as Otheno English. Otheno was forcefully removed from the vehicle, after his refusal to do so when lawfully commanded to exit the vehicle. Otheno was detained at that time. I escorted Otheno to my patrol vehicle. I reassured Otheno he was only detained at the moment and continued to ask if he called 911. Otheno refused to answer the question. Otheno continued to refuse to provide his name and date of birth. Otheno requested to speak to a lawyer, so I did not ask him any more questions.

I made contact with the other occupants of the vehicle Otheno had been riding in. I asked if they would provide his name and date of birth. I was given the name of Otheno English and date of birth [REDACTED]. Otheno was transported to the jail. Otheno was turned over to jail staff with a completed booking sheet and warrantless arrest sheet.

I secured warrants on Otheno English for mis-use of 911 and obstruction of a law enforcement officer (misdemeanor).
