[NARRATIVE #1 on August 08, 2026]
On 08/08/26 Deputy Tanner was notified by an employee of the Public Defenders Office there was a black male in the back parking lot of the Courthouse exposing his private parts to the public. The employee, [WITNESS #1], stated that she was leaving the parking lot and observed him in the back corner near the stairs. [WITNESS #1] stated that the subject was waving his private parts at people as they left work. Deputy Tanner asked [WITNESS #1] if the subject had a small electric scooter, that there was a subject that had been riding around the parking lot earlier acting suspicious. She stated that appeared to be a bike there with him.
Deputy Tanner drove to the back area of the parking lot and made contact with Reshard Holloway. Holloway was identified by his Georgia ID card. Deputy Tanner asked Holloway what he was doing in the parking lot and where he was riding to. He stated that he was just riding around town. He stated that he rode from [100 BLOCK] Meriweather Circle on his electric bike. Deputy Tanner informed him that there was a complaint of him exposing himself and the camera system was going to be checked. Deputy Tanner informed Holloway that he needed to leave courthouse property and not to return. This interaction was captured by Deputy Tanner’s body camera and later uploaded to Axon.
On Monday 8/10/2026, Deputy Tanner and Sgt. Seymour checked the security cameras and watched all three times Holloway entered the parking lot of the courthouse. The last time at 1657 hrs. Holloway was in the back of the parking lot as employees were leaving. On the camera you could see that Holloway had his shorts down and his pe*is exposed. A copy of the video was saved and has been uploaded to Axon by Sgt. Seymour.
Deputy Tanner has issued a warrant for Indecent Exposure against Holloway. The warrant was signed by Judge Hollinshed, a magistrate judge, on August 10, 2026.

[NARRATIVE #2 on August 10, 2026]
On August 10th, 2026, Sgt Justin Seymour located video evidence for Deputy Tanner that occurred at the Baldwin County Courthouse on August 7th, 2026. Sgt. Seymour saved and uploaded 3 videos to Axon. The three videos were from August 7th, 2026 at 2:42 PM, 4:12 PM. and 4:57 PM.
In the videos, you can see a black male riding a scooter in the parking lot of the Baldwin County Courthouse. Each time, the subject would stop in the far north east corner of the parking lot for a matter of time, before getting back onto his scooter and leaving the parking lot. In the video that starts at 4:57, the subject can be seen exposing his pe*is as employees are walking to their cars to leave from work.

[NARRATIVE #3 on August 10, 2026]
On August 10th, 2026 Deputy Tanner observed Holloway operating his scooter driving down 441 near Harbor Freight. Deputy Tanner was able to take Holloway into custody without incident. Holloway was handcuffed and placed into the read of Deputy Tanner’s patrol vehicle after being searched. Holloway was turned over to the BCSO jail.
Holloway’s scooter was returned to Holloway’s mother, [REDACTED], at 22 and 212 after Deputy Tanner called her to return it to her.
Case cleared by arrest.
