[NARRATIVE #1 on July 18, 2025]

I met with the complainant, [VICTIM #1], at the Sheriff’s Office lobby, in reference to receiving harassing communications from Richard Mills.

[VICTIM #1] stated she began receiving sexually explicit texts from Mills early in the morning of 07/15/2025, to the date of this report. [VICTIM #1] stated that she told Mills numerous times to cease contact. Included in with the text messages, Mills sent [VICTIM #1] a video of himself, naked from the waist down, exposing his genitals, and performing sexual acts with two pieces of wood.

Due to the unsolicited video of Mills and the repeated communication made by him after being told to stop, warrants have been sworn for harassing communications and transmission of video depicting sexually explicit content.

Richard Mills was arrested at [100 BLOCK] Fox Hill Road on his outstanding warrants. Mills was transported to the jail and turned over to jail personnel without incident.
