I was dispatched to [100 BLOCK] Shiloh Road in reference to a male brandishing a firearm, making threats, and refusing to leave. Dispatch provided a description of a black male wearing a pink shirt and khaki pants, who was riding a bicycle. This information was gathered from the complainant on scene.
Upon arrival, I made contact with [VICTIM #1]. [VICTIM #1] stated that the offender, Seaton Finney, arrived on a bicycle and appeared to be heavily intoxicated. [VICTIM #1] stated that when Finney began acting unruly, [VICTIM #1] asked Finney to leave.
While I was speaking with [VICTIM #1], I noticed several people in the yard, and [VICTIM #1] explained that they were having a gathering. [VICTIM #1] stated most of the people at the gathering witnessed the incident. [VICTIM #1] continued to explain that when he asked Finney to leave the location, Finney became upset and began making verbal threats.
[VICTIM #1] stated that he heard the sound of a firearm being charged or “cocked”. [VICTIM #1] stated he immediately looked at Finney and observed him holding the firearm while continuing his verbal threats toward [VICTIM #1]. [VICTIM #1] stated he began getting the children and others away from Finney, because he was unaware what Finney was about to do. [VICTIM #1] stated the children began running to the residence for safety. [VICTIM #1] stated that he began walking further away from Finney, at which time Finney got onto the bicycle and traveled down Shiloh Road toward Harrisburg Road.
[VICTIM #1] stated during the incident, Finney was wearing a pink shirt and khaki pants. [VICTIM #1] also stated the firearm looked to be chrome/silver with a black handle, and small in size. [VICTIM #1] stated he was unsure where Finney had the firearm concealed prior to brandishing it.
I left [100 BLOCK] Shiloh Road and began searching the area for Seaton Finney. From previous incidents, I knew Finney lived at [100 BLOCK] Laverne Circle. I traveled to that address and observed a bicycle leaning against the front porch of the residence. I made contact with other deputies and we traveled to [100 BLOCK] Laverne Circle to attempt to make contact with Finney.
I made contact with Finney at the front door, at which time he stated to “hold on” as he backed away from the door for a brief moment. I noted that Finney was wearing a pink button down shirt. Finney reappeared at the front door, and I introduced myself and asked for him to step out and speak with me. Finney complied, and I immediately conducted a search of Finney’s person for weapons. No weapons were found.
I explained why we were there, and told Finney that he was under arrest for brandishing a firearm during the incident on Shiloh Road. I noted the smell of an unknown alcoholic beverage coming from Finney’s person. Before leaving Finney’s residence, I spoke with his niece, who lives next door, and advised her that Finney was under arrest. She stated she would take care of the numerous dogs on the property.
I traveled back to [100 BLOCK] Shiloh Road to gather additional statements, as well as victim/witness information for the incident.
Finney was transported to the Sheriff’s Office without incident by Deputy Wright.
Warrants were secured for Seaton Finney for the charges of Aggravated Assault and Cruelty to Children First Degree.
