On 06/08/2026 at approximately 1841 hours, I was dispatched to the area of [400 BLOCK] North Columbia Street, in reference to a 9-1-1 call, where a male was not answering any questions. Shortly after, Georgia College & State University Police Department received a call about a male on North Clarke Street near West McIntosh Street, darting into traffic screaming for help.

At approximately 1850, I was dispatched to the Baldwin County Court House, [100 BLOCK] North Wilkinson Street, in reference to a male wearing a purple shirt hyper ventilating, asking for help. I arrived on scene and observed a black male wearing a purple shirt, Shaga Childs.

With prior experience with Childs, he did not appear his usual self. Childs was extremely paranoid and skittish. Childs stated cars were chasing him, so he just ran 5-6 miles to get away. Childs also mentioned being chased by bushes. Childs was begging to get into a patrol car and get off the street. Childs was sweating profusely and gulping down a bottle of water. Childs complained of a dry mouth, and had trouble standing upright. Childs repeatedly asked to be taken home, to [1700 BLOCK] Cedarwood Road. Childs was also foaming at the mouth. Childs had cuts on his upper back right arm. At this time, Childs refused to be seen by an ambulance.

I searched Childs for weapons, then attempted to place him in the rear of my patrol vehicle. Childs repeatedly stated he was scared and refused to get into the vehicle. Eventually Childs got in the car but refused to sit correctly or wear a seatbelt. During this, Childs stated he saw his kids face in the rear of my vehicle. After approximately 10 minutes of trying, I ordered Childs out of my vehicle and advised him to standby for an ambulance to evaluate him.

Once Atrium Health Navicent Baldwin EMS arrived, Childs willingly got onto the ambulance and asked to be taken to the hospital for a panic attack. Inside the ambulance, Childs was acting in the same manner. He refused to sit still so the staff could get his vitals. He refused to wear a seatbelt or get strapped onto the stretcher. After approximately 27 minutes of officers and EMS staff attempting to get Childs to comply, I forced him to exit the ambulance.

Childs again darted into the roadway and refused to leave the area. Childs was advised he was being placed under arrest and began to pull away. I gained control of his left wrist and placed it into handcuffs. Childs intentionally fell on his knees. Officer Jalen Webb and GC&SU Sergeant Paul Bernichon, gained control of his right wrist. I secured it into handcuffs and double-locked them per Milledgeville Police Department Policy. Officer Webb grabbed Childs under his right arm, and I grabbed him under his left arm. Childs refused to walk and dropped his body weight. Shortly after Childs walked on his own, while still being supported by Officer Webb and I. Once at my patrol vehicle, Childs again refused to get in and sit properly. Officer Webb had to wrestle Childs to get his seatbelt on. I assisted by holding his lower extremities in the vehicle.

Childs was taken to the Baldwin County Law Enforcement Center where he was cited for disorderly conduct.

Childs had small cuts on both knees from falling and hitting the ground upon our attempt to arrest him. Childs had a small cut on his hand, and light indentations from the handcuffs. The cuts on his knees were photographed.
