I was dispatched to [100 BLOCK] Jones Road in reference to a domestic incident. Dispatch informed me that the victim would be standing by at [100 BLOCK] Jones Road.
Upon arrival, I made contact with [VICTIM #1] in the driveway of [100 BLOCK] Jones Road. [VICTIM #1] stated her daughter, [VICTIM #2], had called in reference to a physical altercation with her stepdad, Sheldon Phillips. [VICTIM #1] stated [VICTIM #2] was in the bathroom at residence marked as [100 BLOCK] Jones Road. [VICTIM #1] stated she was in bed during the incident. [VICTIM #1] stated [VICTIM #2] ran into the house screaming and crying, therefore she followed [VICTIM #2] to her bedroom. [VICTIM #1] stated Sheldon tried to enter the room, but she had him wait outside while she talked to [VICTIM #2]. [VICTIM #1] stated [VICTIM #2] told her that Sheldon grabbed her by the neck and choked her. [VICTIM #1] stated [VICTIM #2] then ran out of the room and across the street to [100 BLOCK] Jones Road. [VICTIM #1] stated [VICTIM #2] struggles with bipolar disorder and other mental health issues.
Deputy Wright and I then made contact with [VICTIM #2] inside the residence at [100 BLOCK] Jones Road. [VICTIM #2] stated she was at her friend’s house at [100 BLOCK] Jones Road when her little brother came to tell her to come home. [VICTIM #2] stated that she and her brother got into an argument and her brother went back home to tell her stepdad, Sheldon. [VICTIM #2] stated she then went to the edge of the roadway in front of [100 BLOCK] Jones Road and sat down. [VICTIM #2] stated she was attempting to call her father who lives in Missouri, to ask if he would come get her. [VICTIM #2] stated Sheldon then came out of the residence and started yelling at her. [VICTIM #2] stated Sheldon attempted to grab her phone to presumably tell her father everything was okay.
[VICTIM #2] stated she resisted Sheldon, and he grabbed her wrist to get the phone from her. [VICTIM #2] stated she threw her phone, and Sheldon grabbed her by the neck. [VICTIM #2] stated Sheldon was choking her and she couldn’t breathe. [VICTIM #2] stated, “I thought it was the end.” [VICTIM #2] stated she then ran into the house to [VICTIM #1]. [VICTIM #2] stated Sheldon was attempting to get into the room, and due to Sheldon doing the same thing to her mother in the past, she ran to [100 BLOCK] Jones Road to call 911.
I observed red bruising around [VICTIM #2]’s neck, consistent with injuries from strangulation.
I then made contact with [VICTIM #1] in the driveway of [100 BLOCK] Jones Road. [VICTIM #1] stated Sheldon had left the residence on foot to go to his sister’s house at [100 BLOCK] Forest Hill Road. [VICTIM #1] provided me with Sheldon’s information.
Sgt. Arp, Deputy Wright, and I then went to [100 BLOCK] Forest Hill Road to attempt contact with Sheldon. We made contact with the owner of the residence through a doorbell camera, who stated no one lives at that property. While speaking with the owner of the residence, a maintenance technician who was working on the house made contact with us. The technician was able to call the owner of the residence who was unable to provide further information on Sheldon’s whereabouts. Deputies went to search for Sheldon in the area of Fox Hill Road and Jones Road but were unable to locate him.
A warrant was secured for aggravated assault against Sheldon Phillips. Contact was also made with the Baldwin County District Attorney’s office in reference to a prior stay-away on Sheldon from the residence of [100 BLOCK] Jones Road, as well as [VICTIM #2] and [VICTIM #1]. The District Attorney’s office advised me to charge aggravated stalking due to the stay-away being a condition of pretrial release.
At approximately 2129 dispatch informed [VICTIM #2] texted 911 stating Sheldon had come back to the residence of [100 BLOCK] Jones Road.
Sgt. Arp, Deputy Wright, and I went to [100 BLOCK] Jones Road in reference to a warrant service for Sheldon Phillips. Upon arrival, Sgt. Arp and Deputy Wright made contact with [VICTIM #1] at the front door, [VICTIM #1] stated Sheldon had just left the residence on foot. I stayed at the door of the residence while Sgt. Arp and Deputy Wright went to search for Sheldon inside the residence.
While standing by the house, I heard sticks breaking in the backyard of the neighboring house. I shined my flashlight in the area and observed Sheldon standing with his hands up. Sgt. Arp and Deputy Wright stepped outside. Sheldon was instructed to keep his hands up and slowly walk towards us. Sheldon was then taken into custody with no further incident.
Pictures were taken of [VICTIM #2]’s injuries and uploaded to evidence via AXON Capture. Sheldon was taken to jail with no further incident. One state warrant was served on Sheldon Phillips for the offense of Aggravated Assault. One state warrant was also sworn against Sheldon Phillips for the offense of Aggravated Stalking.
