On incident date and time I was patrolling the area of Ga 15/US 441 near its intersection with Industrial Park Dr. I had turned around on a vehicle to stop and already had my emergency equipment activated (blue lights and sirens). As I traveled south on Ga 15/US 441 I looked over and saw two white vehicles in the outside (#2) lane of travel.
They were stopped and one of the occupants of the lead vehicle was pointing at the vehicle behind. The rear vehicle, a white Tesla backed up the accelerated away quickly. I turned back around with my emergency equipment still activated. The Tesla was accelerating away at a high rate of speed, I estimated at approximately 60 mph. The vehicle changed lanes from the inside (#1) lane to the left turn only lane around Longhorn Steakhouse. The vehicle accelerated up the turn lane. I caught up to the suspect vehicle around the entrance to Red Roof Inn. The vehicle accelerated as it turned onto the 1-85 NB entrance ramp, passing vehicles on the shoulder of the road with complete disregard for the safety of other vehicles on the road.
We continued north at a high rate of speed. Near mile marker 152 the car went into the emergency lane like he was going to stop, but then accelerate away again passing a car again on the shoulder as he did so. The vehicle then settled into the (#2) lane of travel and stayed behind slower traffic. Our speeds settled down to around 60mph. The offender signaled outside his window several times with a thumbs up, but continued to travel north. The offender exited at exit 154. When we got to the top of the ramp he yielded to the shoulder of the roadway by making a big circle in a flat area on the side of the roadway.
I exited my vehicle, drew my weapon and bean giving verbal commands to show me his hands. The subject exited his vehicle but did comply with commands. I held him at gunpoint until Cpl Barber’s arrival on scene at which time he was taken into custody. While escorting the suspect back to Cpl Barber’s patrol vehicle he kept wanting to pull away and began refusing t cooperate. During this struggle the suspect’s feet tangled u and he fell against the side of Cpl. Barber’s truck. The suspect also began refusing to get in the vehicle after he was picked up from the ground. The suspect had to be forced into the truck by Dep Motes pulling him in from the passenger side of the vehicle.
While dealing with the suspect he had a strong odor of an alcoholic beverage coming from his breath and person. A search of his vehicle we found several partially drank containers of alcohol. Based on his physical manifestations as well as his inability to operate a motor vehicle safely I believe the suspect to be under the influence of alcohol to the point he was less safe to operate a motor vehicle. The suspect was read implied consent by Dep Motes to which he refused.
I had dispatch check the suspect by name and date of birth through GCIC/NCIC, and he returned with a suspended license. The suspect was transported and released to jail staff without incident. On he trip to the jail the suspect kept asking the same questions repeatedly to Cpl Barber, and he did not remember falling against Cpl. Barber’s truck The suspect’s vehicle was removed from the scene by our next list wrecker Curt’s Wrecker Service.
