[NARRATIVE #1 on August, 2025]

On 08/28/2025, Deputy Forrester responded to Walmart (30983 Highway 441) in regards to a theft.

On Deputy Forrester’s arrival Walmart employees requested Deputy Forrester to assist with a subject being disorderly in the men’s restroom. Deputy Forrester entered the restroom where a subject was locked into the back stall yelling and punching the walls. Deputy Forrester attempted to talk with the subject where the subject continued run from one side of the stall to the other yelling and punching the walls. Deputy Forrester could not make out what the subject was yelling. Deputy Forrester had assumed the subject had taken drugs due to how the subject was acting (violent) and speaking (sporadic).

Deputy Forrester opened the stall where the subject attempted to leave the restroom. Deputy Forrester placed the subject in double locked handcuffs behind the back. The subject continued to pull away from Deputy Forrester where he eventually collapsed to the floor. Deputy Forrester then noticed the subject was starting to pass out. Deputy Forrester requested a second unit to bring Narcan to help the subject from over dosing. EMS was contacted prior to the subject collapsing.

Deputy Langston arrived on scene where the subject was given Narcan. The subject then became alert and started to apologize for fighting with deputies. Deputy Forrester located the subject’s ID inside his wallet (Joseph Hanley). EMS arrived on scene where Joseph was then transported to the Athen hospital (St. Marys). Deputy Forrester located drug related object in the toilet. A Walmart employee flushed the items (tinfoil and straw). The subject stated he had smoked heroin Prior to EMS arriving on scene.

A warrant was taken for disorderly conduct.

[NARRATIVE #2 on September, 2025]

On 09/19/2025 at approximately 2104 hours I, Corporal O’Connell, noticed a vehicle operating northbound on 441 at Infinity Dr. without any working tag lights. I conducted a traffic stop on the vehicle with the final stop being the Racetrac parking lot.

It was at this time I made contact with the driver, Joseph Hanley, and informed him the reason for the stop. Jospeh handed me his Georgia driver license upon request. Upon running Hanley thorugh GCIC/NCIC he returend with an active Banks County warrant. The warrant was confrimed and he was taken into custody.

A consent search of the vehicle was completed with negative results and was released on scene to a licensed driver. Joseph was then transported to the Jail without issue. The back seat of my patrol car was checked and cleared after transport.
