On August 24, 2025 at approximately 19:24 hours, I, Deputy Franks with Banks County Sheriffs Office was dispatched to the area of the intersection of Carson Segars Rd and Henderson Rd in reference to a hit and run. With further investigation, contact was made with the offender and an arrest was made.

While Deputy Franks was enroute, the caller gave a partial tag of [REDACTED BY AGENCY] and stated the vehicle the fled the scene was a silver Toyota Tundra with the driver named Kevin. Deputy Franks arrived on scene and made contact with the victims, [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. The parents of both juveniles were on scene, [REDACTED BY AGENCY].

Deputy Franks began speaking to [REDACTED BY AGENCY]. Both stated they were travelling in a RTV on Welborn Rd going towards Henderson Rd when a silver Toyota Tundra passed them and turned around. The Tundra began to follow them as they turned down Henderson Rd. [REDACTED BY AGENCY] stated he was using his arm to signal a left turn onto a gravel driveway. As the RTV was turning onto the gravel driveway, the Tundra drove into the left hand ditch and attempted to run over the RTV, striking the left side of the RVT and making [REDACTED BY AGENCY] spin out. The Tundra continued straight over the driveway and struck a tree. Both [REDACTED BY AGENCY] became scared for their life and quickly drove away from the Tundra. [REDACTED BY AGENCY] then made it to [REDACTED BY AGENCY] house and told [REDACTED BY AGENCY] what just occurred.

Deputy Franks began talking with [REDACTED BY AGENCY] stated after [REDACTED BY AGENCY] came home and told her what just happened. She and her husband came to where the incident took place. [REDACTED BY AGENCY] stated the Tundra was still in the gravel driveway. [REDACTED BY AGENCY] began to have a conversation with the driver, later I identified as Kevin Rylee. [REDACTED BY AGENCY] stated she believed Kevin to be under the influence of alcohol due to his story “being all over the place”. [REDACTED BY AGENCY] then stated “he then proceeds to take his teeth out”. [REDACTED BY AGENCY] stated that Kevin began stating that he just didn’t see the kids driving the RTV. Kevin then left the scene.

Deputy Franks asked [REDACTED BY AGENCY] if she wished to press charges and she stated yes. Additionally, [REDACTED BY AGENCY] (father of [REDACTED BY AGENCY]) wished to press charges.

Deputies began canvassing the area to search for the Tundra and looking on FLOCK as well. Through FLOCK it was discovered the Tag of the vehicle was [REDACTED BY AGENCY] with a return address of [REDACTED BY AGENCY] Slaton Rd, which is less than 5 miles up the road from where the incident occurred. Deputies then began to make their way to this address when the vehicle was spotted by CPL Pressley going East bound on Henderson, towards the location of the incident. CPL Pressly quickly turned around and the vehicle accelerated away from him. CPL Pressley attempted to catch up to the vehicle but was not able to locate the vehicle. Unobserved by deputies, the vehicle pulled into the address of [1000 BLOCK] Henderson Rd and drove into the woods so deputies would not find it. After a short time of not locating the vehicle, deputies went to the address on Slaton Rd.

Deputies arrived at this residence and made contact with the homeowner who stated Kevin Rylee had permission to drive the Toyota Tunda which was a company truck. Deputy Franks obtained additional information regarding Kevin. Additionally, Deputy Franks asked if Kevin had false teeth and the homeowner stated yes. Deputies learned that Kevin is known to stay at two places; [1000 BLOCK] Henderson Rd and an unknown location in Toccoa Ga. Kevin lives in a camper on the backside of the house on Henderson Rd.

Deputy Franks arrived at the address on Henderson Rd and knocked on the front door. A male named [REDACTED] answered the door and stated he had not seen Kevin or the truck. [REDACTED] stated the camper Kevin lives in is to the right of the house and also stated Kevin normally parks the Tundra in the front driveway. Deputies walked down to the camper and immediately seen fresh tire ruts in the ground around the camper. Deputies cleared the camper with negative contact and observed a dirt road behind the camper. Deputies followed the dirt road for approximately 500 feet and located to Tundra. The truck appeared to have gotten stuck in mud and was unable to move anymore. Deputy Franks and other deputies cleared the truck and Deputy Franks located a wallet containing Kevin’s driver’s license. Deputies also observed footprints going deeper into the woods and also back towards the camper. Deputies left the residence while having no contact with Kevin.

Due to the severity of the charges, the proximal known location of Kevin in relation to the victims, and that Kevin has drove by the location of the incident multiple times, Deputy Franks requested Kevin’s phone to by pinged by dispatch. Once the ping was established, the ping was showing that Kevin was close or possibly in his camper at the location Deputies had left ([1000 BLOCK] Henderson RD).

Deputies went back out to the address above and walked to the camper. Deputies discovered the door to the camper to be locked which was not locked before. The only other person who was currently at this address was paralyzed and doesn’t have the physical ability to get to the camper. There was a pair of muddy shoes beside the door of the camper. The lights at the camper were off when they was on when deputies were there previously. The handrail was extended out. Deputies began knocking all around the camper while announcing themselves in order to make contact with Kevin but Kevin did not respond. Deputies observed an open window on the front of the camper. Due to the severity of the charges and the known location of Kevin, Deputies entered the camper via the window and made contact with Kevin hiding beside the bed. Kevin was given commands to show his hands and walk to deputies.

Kevin was placed in handcuffs and checked for proper fit. Kevin was escorted to the rear passenger seat of Deputy Franks’ patrol vehicle. On the way to jail, Kevin continuously stated he was friends with the judge and he will be out in the morning. Deputy Franks observed Kevin to be under the influence due to having slurred speech and stumbling as he walked.

Kevin was transported to Banks County Detention Center without further incident.
