Officer’s Narrative:

On May 15th, 2026 at approximately 2218 hours, Deputy Hill was notified of a BOLO (Be On the Lookout) for a black passenger car bearing Georgia tag [REDACTED BY AGENCY] swerving and speeding up / slowing down from mile marker 157 S Interstate 85.

Deputy Hill received live updates from dispatch as the reporting party maintained contact with them. Deputy Hill instructed dispatch to tell the caller (who was operating a black Jeep) to activate their hazard lights as they approached the 149 southbound exit ramp. At this time, Deputy Hill arrived at mile marker 149 and watched oncoming traffic for either the black Jeep or a reckless black passenger car.

Shortly after, Deputy Hill observed a black Jeep approaching with his hazard lights on. In front of the Jeep, Deputy Hill observed a black Toyota Corolla passenger car bearing Georgia tag [REDACTED BY AGENCY] which was the only black vehicle in front of the Jeep. Deputy Hill pulled out and began to apprehend the Corolla. As Deputy Hill apprehended the vehicle, Deputy Hill observed the Corolla swerve within its lane multiple times.

Shortly after, Corolla then swerved to the left crossing overt the dashed dividing lines by approximately 11 the width of the vehicle before re entering the lane. Deputy Hill then got close to the vehicle with lights and siren active and did not observe any change in the vehicles driving behavior. Deputy Hill then pulled along side the drivers side in an adjacent lane and managed to get the attention of the driver. The driver then began to slowly work their way over to the right lane and slowly made their way to a stop.

Deputy Hill made contact with the driver and sole occupant who was later identified as Rahim Ahmadi (D1) via his Georgia driver’s license. Deputy Hill instructed Ahmadi to step out of the vehicle which he did willingly. At this point, Deputy Hill noted severe damage to the front drivers side of the Corolla which was exemplified by Ahmadi’s door binding on the newly damaged fender. Deputy Hill asked if Ahmadi hit anything with his car to which he stated he did not.

Deputy Hill showed Ahmadi the damage and he stated he did not know his vehicle was damaged. Deputy Hill asked Ahmadi where he was coming from to which he stated “Midtown Atlanta”. Ahmadi showed his GPS which indicated his intended destination was in Athens. Deputy Hill determined it was not normal for Ahmadi to be driving southbound on Interstate 85 from Franklin County (MM 157) due to his initial starting point being in Atlanta and he would have needed to utilize northbound Interstate 85. Ahmadi also stated he was told he was “off his route” at work. At this point, Deputy Hill detected an odor consistent with an alcoholic beverage emanating from his person. Deputy Hill asked Ahmadi if he had been drinking to which he stated he had not. Later, Ahmadi admitted to drinking one beer at his work event that occurred approximately 1 and 1/2 hours prior.

While speaking with Ahmadi, Deputy Hill requested dispatch contact Gwinnett, Jackson and Franklin counties (all counties in Ahmadi’s driving path) to inquire if there had been any recent hit and runs. Franklin county stated they have an active hit and run that just occurred involving a black Toyota Corolla which matched the description of Ahmadi’s vehicle.

Due to the facts and circumstances stated above, Deputy Hill reasonably believed Ahmadi was impaired. Deputy Hill requested Ahmadi submit to standardized Field Sobriety Testing (SFST) to which he agreed.

Prior to starting SFST’s Deputy Hill continued to speak with Ahmadi. Ahmadi advised he thought he might have hit something at work in Atlanta. Deputy Hill asked Ahmadi to provide the address to which he then pulled up and iPhone advertisement on Apple.com. When Deputy Hill informed him of that fact, Ahmadi asked Deputy Hill if he could enter his vehicles VIN into that website.

Deputy Hill then revisited SFST’s with Ahmadi and the results are as follows:

Horizontal Gaze Nystagmus:

Deputy Hill asked Ahmadi if he suffered from resting nystagmus to which he stated he did not. Ahmadi also indicated that he did not suffer from a prior traumatic brain injury. Ahmadi did advise that he has a stigmatism in his right eye. Deputy Hill noted Ahmadi’s eyes were glossy and watery. Deputy Hill noted Ahmadi’s pupils were of even size. Ahmadi’s eyes tracked equally. Deputy Hill noted Ahmadi’s eyes lacked smooth pursuit in both eyes. Deputy Hill observed nystagmus prior to the onset of 45 degrees in both eyes. Deputy Hill also observed distinct and sustained nystagmus at maximum deviation in both eyes. It should be noted during the duration of the exercise, Ahmadi struggled to maintain focus on the stimuli and had to be corrected on several occasions. Furthermore, during this exercise it became abundantly obvious that a strong odor consistent with alcohol was emanating from Ahmadi.

Lack of Convergence:

Ahmadi’s eyes lacked convergence on both passes. Ahmadi’s right eye would attempt to converge then twitch and slowly drift outward and away from center.

Walk and Turn:

Deputy Hill explained and demonstrated the exercise to Ahmadi. Ahmadi was given ample opportunity to ask clarifying questions and for more demonstration. The exercise only began after Ahmadi advised he understood the exercise and had no questions. Due to there being no present painted lines available, Deputy Hill asked Ahmadi if he was capable of imagining a straight line that was the width of his foot. Ahmadi indicated he was able to do so and he was instructed to enter the starting position on the aforementioned line. Ahmadi was instructed to maintain the position and not to exit the position until instructed. Ahmadi indicated he understood and had no questions. Ahmadi struggled immensely in maintain the starting position as he stepped out of it multiple times, used his arms for balance and also prematurely started without instruction.

Upon being instructed to begin, Ahmadi failed to walk heel to toe and stepped off of the line. After 3-4 steps, Ahmadi stopped and looked at Deputy Hill. Ahmadi then proceeded to ask for further instruction. After Deputy Hill informed him that he could not assist, Ahmadi stopped participating. Deputy Hill asked Ahmadi if he wished to restart the exercise and he agreed. Deputy Hill answered any questions asked of him to clarify the exercise. Ahmadi was not instructed to start again until he advised he understood the instructions. Upon beginning, Ahmadi failed to walk heel to toe and stepped off line. Ahmadi asked Deputy Hill about turning around and only completed 8 steps. Ahmadi then completed an improper turn by failing to take a series of small steps.

Upon turning around, Ahmadi stated he needed to take a step backwards and proceeded to do so. Ahmadi then only left his right foot on the line and proceeded to take 10 steps one step at a time with only the one foot on the line. While doing so, the left foot was off line and kept to the side and behind Ahmadi similar to him walking or hobbling back. After the exercise, Ahmadi stated he did not know how many steps he took.

One Leg Stand:

Deputy Hill explained and demonstrated the exercise to Ahmadi. Ahmadi was given ample opportunity to ask clarifying questions and for more demonstration. The exercise only began after Ahmadi advised he understood the exercise and had no questions. Ahmadi agreed the ground was reasonably level. Ahmadi started the exercise too soon. During the exercise, Ahmadi swayed and lifted his foot behind his body contrary to how he was instructed. Ahmadi was also unsteady during the exercise and utilized his arms for balance.

Modified Rhomberg Balance:

Deputy Hill explained the instructions and demonstrated the exercise to Ahmadi countless times. Ahmadi was not able to understand the instructions and failed to grasp the concept of the exercise despite on multiple occasions advising he understood the exercise and had no questions. On several attempts to start the exercise, Ahmadi began to speak to Deputy Hill about the hit and run crash as soon as Deputy Hill instructed him to begin the exercise. Due to Ahmadi’s inability to understand the exercise or focus on the instructions Deputy Hill elected to forgo the exercise after multiple failed attempts.

Due to the facts and circumstances stated above, Deputy Hill found probable cause to arrest Ahmadi for DUI. Ahmadi was placed into handcuffs behind his back while Deputy Hill ensured double locking and proper fitment.

Deputy Hill read Implied Consent to Ahmadi via a department issued Implied Consent card. Deputy Hill requested Ahmadi participate in a blood sample to which he agreed.

Deputy Hill read Ahmadi his Miranda warnings and he indicated he understood his rights and wished to speak with Deputy Hill without legal counsel present.

After the arrest, Corporal O’Connell conducted an inventory of the vehicle and located a baggie of Indica Jelly THCP Gummies (500mg per gummy) and 2 blister packs of Silly Dots Super Dose hallucinogenic tablets (2400mg per tab) inside of the vehicle.

Deputy Hill asked Ahmadi about the hit and run again to which he continued to state that he did not think he was in a crash. However, Ahmadi did state a white or gray car pulled next to him. Deputy Hill then confronted Ahmadi about his alcohol intake where he doubled down stating he only drank 1-2 “regular” beers. Ahmadi also admitted to consuming the aforementioned THC gummies and hallucinogenic tablets before driving.

Deputy Hill transported Ahmadi to the North East Georgia Medical Center Habersham where Phlebotomist [REDACTED] drew his blood consensually. Phlebotomist [REDACTED] placed the blood samples into the GBI blood test kit and sealed the box. Later Phlebotomist [REDACTED] surrendered the GBI blood test kit to Deputy Hill. After getting his blood drawn, Ahmadi asked Deputy Hill what the results were of his blood. Deputy Hill informed him that it needed to be sent off to be analyzed. Deputy Hill informed Ahmadi that his PBT could provide the information he was seeking. Ahmadi requested to participate and stated he wanted to know how bad it was going to be for his attorney. Upon getting back to the patrol vehicle, Deputy Hill administered the PBT test which yielded a result of .133 g/mL.

Deputy Hill then transported Ahmadi to the Banks County Jail (160 Windmill Farm Rd , Homer) with charges of DUI, Fail to Maintain Lane and Fail to Yield to Emergency Vehicle. Deputy Hill inspected the rear prisoner compartment of his patrol vehicle before and after Ahmadi occupied it. Subsequently, no contraband was located.

Deputy Hill placed the GBI blood test kit into the Banks County Sheriff Evidence Lockers.

Seymour’s Towing responded to the scene and removed the Toyota Corolla.
