I, D/S Hayden Frey, responded to listed location and met with the victim, [REDACTED BY AGENCY]. [REDACTED BY AGENCY] stated that on the night prior, 7/26/2025 around 2315 hrs, her husband, Robert Hewatt, had asked her for beer money. She advised that she told Robert that she did not have enough money for beer, and sent him screenshots of her bank accounts, showing she had no money. She stated that this led to a verbal dispute that went on for over an hour. When the dispute began, [REDACTED BY AGENCY] and Robert were located at their tent encampment where they have been living, which is located behind the shops at Banks crossing, in the area of Industrial Dr.
[REDACTED BY AGENCY] stated that as the verbal dispute continued, Robert became more irrate. At this time, [REDACTED BY AGENCY] stated that Robert came at her and placed her in a choke hold with his arms around her neck, from behind. [REDACTED BY AGENCY] stated that as Robert began to choke her, she attempted to grab on to a tree near by. At this time, [REDACTED BY AGENCY] stated that Robert threw her to the ground, and continued with the choke hold. As Robert threw her to the ground, the tree she was attempting to grab on to struck her in the face, causing an abrasion and swelling to her left cheek, as well as a laceration to her lip, causing bleeding. [REDACTED BY AGENCY] stated that as Robart had her on the ground, continuing to strangle her in the choke hold, she stated mulitple times that she could not breathe. [REDACTED BY AGENCY] stated that the choke hold deprived her of oxygen, and restricted her from being able to breath normally. [REDACTED BY AGENCY] stated that she was eventally able to get away from Robert, and the assault ceased.
When asked why she did not call at the time of the incident, [REDACTED BY AGENCY] stated to me that she was in fear for her safety if Robert were to find out that she had called 911. [REDACTED BY AGENCY] stated that she took pictures of her face showing the injuries, and then stayed at their tent that night. [REDACTED BY AGENCY] then stated that she went to work this morning on this date, and spoke with her manager at Dairy Queen about what had occurred, and that her manager encouraged her to call 911.
While speaking with [REDACTED BY AGENCY] at Dairy Queen, she also informed me that there were two witnesses on scene when the incident took place. A [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. She stated that they both saw the assault take place in the encampment.
At this time, other officers had arrived at the tent encampment location, and located Robert and [REDACTED BY AGENCY] D/S Forrester was able to speak with [REDACTED BY AGENCY] and he corroborated [REDACTED BY AGENCY] statements. He stated that he observed the assault take place, saw Robert place [REDACTED BY AGENCY] a choke hold, throwing her to the ground, and strangling her to where she could not breathe.
At this time, I arrived on scene with other officers and attempted to speak with Robert about what had occurred, and he advised that he did not want to talk about it. At this time, I placed Robert under arrest. Robert was handcuffed and seated in the rear passenger compartment of my patrol vehicle. I then transported Robert to the Banks County Detention Center where he was turned over to detention staff. Warrant secured through Magistrate Judge.
