On May 14th, 2026 at approximately 0215 hours, Deputy Hill was conducting proactive traffic enforcement on Northbound Interstate 85 at mile marker 149, Commerce.

Deputy Hill observed a white BMW coupe approaching at a high rate of speed. Deputy Hill visually estimated the vehicles speed at approximately 84 miles per hour. Deputy Hill utilized his Dragon Eyes Lidar serial number #16943 and it resulted in a positive lock at 85 miles per hour at 987 feet. Deputy Hill observed the vehicle rapidly engaged its brakes as it passed Deputy Hill’s location. Deputy Hill apprehended the vehicle and initiated a traffic stop at mile marker 151 Northbound Interstate 85.

Deputy Hill made contact with the driver and sole occupant Taylor Rogers (D1) who identified himself via his Georgia Drivers License. Deputy Hill wrote Rogers a written warning and reapproached the vehicle on the driver’s side. As Deputy Hill was speaking with Rogers about the incident, Deputy Hill noted Roger’s pupils were extremely dilated and his eyes were bloodshot and watery. Deputy Hill utilized his pen light to look at Roger’s pupils further and noted his pupils did not fully constrict when the direct light was placed in front of it. Deputy Hill knows from his training and experience that the aforementioned observations can be consistent with drug impairment. Deputy Hill asked Rogers if he had drank or smoked anything to which he stated he was exposed to Cannabis at the concert due to other people smoking it. Rogers also stated he takes Adderall, which he took at approximately 5pm. Rogers also indicated that he had been smoking his vape during the drive.

Deputy Hill asked Rogers to participate in Standardized Field Sobriety Testing (SFST) to which he agreed. The results of the exercises are as follows:

Horizontal Gaze Nystagmus:

Rogers stated he does not suffer from resting nystagmus. Rogers advised he has not suffered from a traumatic brain injury. Rogers advised he was wearing contacts. Deputy Hill noted Rogers eyes were bloodshot and watery. Deputy Hill noted Rogers pupils were abnormally large and did not react similarly to others in similar conditions. Deputy Hill noted Rogers eyes tracked equally. Deputy Hill did not observe a lack of smooth pursuit. Deputy Hill did not observe nystagmus prior to the onset of 45 degrees. Deputy Hill did not observe nystagmus at maximum deviation. Deputy Hill did not observe vertical gaze nystagmus.

Lack of Convergence:

Deputy Hill observed a lack of convergence in both eyes during both passes.

Walk and Turn:

Deputy Hill explained the exercise and demonstrated it to Rogers. Rogers was given ample opportunity to ask for further demonstrations or questions. Rogers did not begin the exercise until he advised he understood the exercise and had no questions. Rogers failed to maintain the starting position as instructed due to the fact he moved his arms from the side of his body multiple times without being prompted. During the exercise, Rogers appeared to walk pigeon toed. This caused him to step off of the line and fail to touch heel to toe at times.

One Leg Stand:

Deputy Hill explained the exercise and demonstrated it to Rogers. Rogers was given ample opportunity to ask for further demonstrations or questions. Rogers did not begin the exercise until he advised he understood the exercise and had no questions. Rogers lost count after he counted to 10 seconds. While losing count, Rogers stated 3 after 10. Rogers then picked up where he left off and continued to count to 19 before the exercise ended at 30 seconds by Deputy Hill’s timer.

Modified Rhomberg Balance: Deputy Hill explained the exercise and demonstrated it to Rogers. Rogers was given ample opportunity to ask for further demonstrations or questions. Rogers did not begin the exercise until he advised he understood the exercise and had no questions. Rogers estimated the passage of 30 seconds in 34-35 seconds by Deputy Hill’s timer. During the exercise, Deputy Hill observed extreme eyelid tremors in both eyes. Deputy Hill knows from his training and experience that eyelid tremors can be indicative of drug impairment.

Upon completion of SFST’s, Deputy Hill spoke with Rogers to confirm his observations and recap what had been previously stated. Rogers advised at the concert he was exposed to Cannabis due to others smoking near him. Rogers also admitted to taking an Adderall at 5pm at his normal time. Deputy Hill pressed Rogers stating his observations during SFST’s were not consistent with Rogers statements. At this point, Rogers admitted to redosing his Adderall at approximately 1230 to help him drive home. Deputy Hill asked Rogers if he normally redoses Adderall to which he stated no. Deputy Hill asked how many pills were in a dose to which he stated 1 15 mg pill per dosage. Deputy Hill confirmed with Rogers that he normally takes 1 pill per day to which he stated he does. Deputy Hill asked Rogers how his body feels to which he stated “jittery”.

Deputy Hill determined he had probable cause to arrest Rogers for DUI. Subsequently, he was later placed into custody with handcuffs in front of his body ( to allow for a phone call) and Deputy Hil ensured double locking and proper fitment.

Deputy Hill read Implied Consent to Rogers via an agency issued Implied Consent card. Deputy Hill requested Rogers submit to a blood draw to determine its alcohol or drug content. Rogers advised he would agree to the blood draw. Later, Rogers called his relative who appeared to give him advice. Rogers asked about the penalties should he refuse to participate. Subsequently, Deputy Hill reread implied consent to Rogers. Upon doing so, Rogers stated he wished to refuse to participate.

Rogers was transported to the Banks County Jail (160 Windmill Farm Rd, Homer) without further incident. Rogers was charged with DUI and was provided his written warning for speeding 85 miles per hour in a 70 mile per hour zone. Deputy Hill searched the rear prisoner compartment of his patrol vehicle before and after Rogers occupied it. Subsequently, no contraband was located.

Seymour’s Towing responded to the scene and removed the aforementioned vehicle. Corporal Craymer conducted an inventory of the vehicle and located a THC vape in reach of the driver. This is presumably the vape Rogers stated he was smoking during the drive. Corporal Craymer took a digital photo of the vape and provided it to Deputy Hill. Subsequently the photo was submitted to Axon Capture for evidentiary purposes.

DEPUTY HILL HAS SUCCESSFULLY ATTENDED THE STANDARDIZED FIELD SOBRIETY TESTING (SFST) AND ADVANCED ROADSIDE IMPAIRED DRIVING ENFORCEMENT COURSES.
